Description | Job Summary:Under administrative direction of the Director of Public Works & Leisure Services, the Library Director is responsible for overseeing the activities and operations of the City’s public library. This is accomplished by managing library services, supervising employees and overseeing the development and administration of the budget. Other duties may include developing and implementing policies and procedures, designing and recommending future plans and programs for library services and interfacing with other City employees and citizens. This position provides direction to other employees. Essential duties and responsibilities may include, but are not limited to, the following:
Education, Experience, KSA’s: Master’s degree in Library Science form an ALA accredited university and at least seven years of progressively responsible professional library experience for a major library function in a public library system, including three (3) years as a director or assistant director. Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements. Comprehensive knowledge of the principles and practices of public library administration; ability to plan, direct the work of subordinate personnel engaged in various professional, technical, and clerical functions of library service; ability to prepare comprehensive reports and present ideas clearly and concisely both orally and in writing; ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships with officials, appointed boards, department directors and other agencies. Skill in grant writing, fund development and management practice. Typical Decisions: The incumbent must develop and approve library policy, procedures and programs. The incumbent must administer budget expenditures to meet department goals and objectives. The incumbent must establish performance measures for assigned staff and evaluate employee performance against these standards of measures. Minimum Qualifications: Knowledge of: Public Library service activities; budgetary and managerial practices and procedures; long range planning techniques; integrated library systems; reference and professional library resources; library program development methods and community engagement. Skill in: Communicating clearly both verbally and in writing; managing budgets; providing effective supervision to assigned staff; establishing and maintaining effective working relationships; managing multiple projects; preparing accurate reports. Education: Master’s degree in Library Science accredited by the American Library Association required. Experience: Seven (7) years of progressively responsible experience in library services, including three (3) years of supervisory experience. Any work related experience resulting in acceptable proficiency levels in the above. Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements. Other Requirements: Valid Class C Texas Driver’s License with an acceptable driving record. Ability to work flexible hours, week-ends and evenings; requires mobility within and office environment. Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
