Description

The Deputy Fire Marshal serves under general direction of the Fire Marshal or his designee. Assists in providing planning, operations, growth, and development of the Fire Prevention Division. The position interprets and enforces the Fire and Life Safety Codes. Provides technical assistance and recommendations to builders and developers. Investigates fire cause and origin. Identifies criminal activities related to fire cause and/or arson, preserves evidence, and testifies in court.  Supervises assigned Fire Department staff.
 
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions & Other Important Duties:

  • Supervises activities of the Fire Prevention staff including Fire Inspectors and Fire Investigators, to ensure efficient and effective delivery of fire and emergency services to save lives and property.
  • Exercises leadership and motivates subordinates to incorporate vision, strategic planning, and elements of quality management into the full range of the organization's activities. 
  • Provides a variety of statistical information to department supervisors, other city departments, County and State agencies related to the installation, inspection, and permitting process for fire alarm and prevention systems.
  • Assists in plan review for all buildings in the City of Frisco for automatic fire suppression systems, fire alarm systems, and other fire code permitted submittals.
  • Conducts field inspections and evaluation of life safety, fire safety and fire protection systems including fire alarm systems and automatic fire sprinkler systems.
  • Supervises initial and ongoing inspections and investigations to enforce the Fire Safety Codes or investigate possible criminal activity.
  • Schedules staff and allocates apparatus or equipment to provide the highest level of service from the Fire Prevention Division.
  • Assists the Fire Marshal in Meetings and confers, and maintains communication with citizens, community/civic organizations, developers, other city agencies, and business groups. 
  • Reviews existing City ordinances and codes to recommend amendments to ordinances to improve the provision of fire and life safety for all structures in the City.
  • Manages records and provides required documentation to achieve the Insurance Service Office (ISO) rating of 1.
  • Attends Planning and Zoning Commission meetings as scheduled or required.
  • Coordinates with city staff regarding development regarding Fire Department and Fire Code issues.
  • Meets with assigned staff to identify and resolve problems, develop programs and implement. services, and assign activities and monitor work progress.
  • Monitors and assists in the development of Fire Department budget for assigned areas.
  • Develops and implements program, service and operational goals, objectives and policies.
  • Responds to emergency and non-emergency calls for service.
  • Makes recommendations for ways to improve department readiness and response.
  • Recruits, trains, tests, assigns, evaluates and motivates subordinate staff.
  • Reviews and approves purchase requisitions, personnel leave requests, payroll and other administrative functions.
  • Responds to requests and inquiries from the general public, other Department personnel, and other City Departments.
  • Interprets and explains City and Department policies and procedures to the public and Department members.
  • Completes administrative duties including but not limited to:
  • Reviewing records and reports of all incident responses or investigations as necessary.
  • Approving recurring documentation such as employees time input for personnel and monthly reports.
  • Maintains and analyzes data, records and documentation of all activities for assigned division.
  • Reviews inspection reports of personnel.
  • Resolves a variety of situations characterized by conflict or danger.
  • Makes final recommendations to the Fire Marshal or his designee on development and Fire Code issues.
  • Prepares monthly reports for the Fire Prevention Division monthly report for fire incident responses, fire investigations, inspections and permit activities, as well as other activities carried out in conjunction with the division.
  • Completes assigned special projects in area of expertise or as assigned.

  • Other Important Duties:
    • Performs duties of Fire Marshal in his/her absence.
    • Works shift schedules including weekends, holidays and extended hours in emergency, disaster, or other situations influenced by heavy workloads or other staffing difficulties.
    • Participates on department committees and attends staff meetings as required.
    • Travels to conduct fire and life safety inspections, fire investigations, respond to calls for service, and to attend meetings, conferences and training.
    • Must learn streets and routes within the city and surrounding areas to ensure expeditious response times.
    • Regular and consistent attendance for the assigned work hours is essential.
    • Attend scheduled training necessary to maintain EMS certification and minimum continuing education credit as required by the Texas Department of State Health Services and/or Medical Control Physician.
    • Attend scheduled training necessary to maintain Texas Commission on Fire Protection and Texas Commission on Law Enforcement certifications and minimum education credits.
    • Performs other related duties as assigned.

Job Requirements:

  • Knowledge of Federal, State and City fire and life safety codes, ordinances, and regulations.
  • Knowledge of administration and management of a municipal fire department.
  • Knowledge of inspection, plan review and approval for commercial and multi-family buildings.
  • Knowledge of enforcement, investigation, evidence preservation and court testimony practices and procedures related to criminal arson activity.
  • Knowledge of fire prevention, suppression, and education methods, practices and procedures for a variety of fire, hazardous materials responses, emergency management systems and rescue operations.
  • Knowledge and skill associated with operating specialized communication equipment.
  • Knowledge of budget development and monitoring practices and procedures.
  • Knowledge of strategic planning processes.
  • Proficiency in the use of computers and related hardware and software for development and maintenance of safety and health inspections, annual reviews, and other documentation.
  • Knowledge of safe work practices and procedures.
  • Knowledge of Department and City policies and procedures.
  • Ability to exercise sound judgment and rational thinking under stressful and/or dangerous circumstances.
  • Ability to evaluate various options and alternatives and choose an appropriate and reasonable course of action.
  • Skill in effective oral and written communications.

Preferred Education, Experience, and Certifications:

  • Bachelor's Degree in Fire Protection Engineering, Fire Science, Fire Prevention or related field preferred and four (4) years' experience with increased responsibilities conducting fire systems plan reviews and performing responsibilities as Fire Inspector, Fire Marshal, or Assistant/Deputy Fire Marshal preferred.
  • Certification as a Basic Structural Firefighter through the Texas Commission on Fire Protection required and/or Texas Basic Peace Officer certification through Texas Commission on Law Enforcement (TCOLE) required.
  • Must possess Texas Commission on Fire Protection Fire Inspector Certification.
  • Must possess Texas Commission on Fire Protection Fire Investigator Certification.
  • Texas Commission on Fire Protection Arson Investigator Certification Certification as an EMT-Basic through the Texas Department of State Health Services preferred.
    • Selected candidate possessing preferred Firefighter and EMT certifications may be called upon to work in the capacity of a Firefighter/EMT in the event of an emergency or natural disaster. Candidate must be able to comply with the Firefighter/EMT job responsibilities and physical requirements outlined in the Firefighter/EMT job description.
  • Must pass pre-employment drug screen, physical, physical agility, psychological evaluation, polygraph test, criminal background and MVR check.
  • Must possess a valid Class C driver's license.
