Under general supervision, prepares multiple reconciliations and financial analysis to ensure the accuracy of financial records. Responsible for performing a variety of duties related to the functions of accounting, including financial systems operations, financial statement preparation, data analysis, balancing, reconciling, preparing journal entries, troubleshooting, training and comprehensive annual financial report (CAFR) audit preparation. Provides support by compiling reports, creating and preparing spreadsheets for special projects and providing assistance and information on financial and accounting issues. Performs related duties and special projects as assigned.

This position focuses on cash reconciliation, unclaimed property, and assists with CAFR preparation; however, responsibilities are not limited to these accounting areas.

Essential Job Functions

Responsible for bank account reconciliation, unclaimed property filing, monthly journal entries, and CAFR preparation. Prepares analytical reviews of balance sheet accounts and reviews posting and cut-off activity to ensure that activity is in the proper account. Provides accounting expertise to various departments on matters of internal control, financial reporting, and procedural matters. Design, develop, and maintain complex accounting reports, recommending changes in methods or procedures when appropriate. Provides extensive and complex account and financial data analysis to assist management with decisions and projections based on past and present trends. Completes year-end tasks including CAFR statistical section and finalizing annual reconciliations.

Prepares certain internal and external financial statements, including cash flow statements on an annual basis. Prepares contractual and regulatory financial accounting reports. Prepares statistical analyses and identifies financial areas requiring analysis. Assists in the training of accounting staff and assessing accounting policies, procedures, financial reports and internal controls. Provides assistance and information that is vital to the decision-making process to management. Adheres to Government Accounting Standards Board (GASB) and other regulatory and contractual financial accounting and reporting requirements. Performs other duties as assigned. Responsible for regular attendance and arriving to work on time.

Minimum Requirements

Bachelor's Degree in Accounting or a related field and two years of relevant experience required, increasing in responsibility. Municipal government experience preferred.

Knowledge of the GAAP and GASB principles, practices and methods of accounting and the principles of governmental financial administration including budgeting, reporting and revenues. Knowledge of computerized accounting systems and governmental accounting. Ability to utilize a variety of data sources to include general ledger systems, CAFRs, monthly financial reports, City policies, and other sources as needed. Ability to analyze and interpret data and information while recognizing interactive effects and relationships. Ability to reconcile accounts, recognize accounting issues and develop approaches to problem resolution. Intermediate Microsoft Excel skills including the ability to create, calculate, format and maintain data in Excel for reporting/remittance. Intermediate knowledge of other MS Office products, such as Word and PowerPoint, and various governmental financial reporting systems. Ability to work under time pressures and problem solve. High level of integrity and dependability with a strong sense of urgency and results-orientation. Demonstrate a collaborative and flexible style, yet adhere to policy. Ability to work both independently and as a team and prioritize work. Ability to identify and implement process improvements and participate in times of change. Ability to research information, communicate clearly, thoroughly and accurately, both verbal and in writing. Ability to work and communicate effectively with other City employees, management and the public. Experience with using Tyler Munis preferred.

Other Requirements

A valid Class "C" Driver's License is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.
