Salary:  $95,000.00 - $115,000.00 Annually

GENERAL SUMMARY

The City of Mesquite seeks an experienced attorney representing governmental entities concerning land use, employment, economic development, Texas Public Information Act and Texas Open Meetings Act matters.  Drafting ordinances, resolutions, contracts and other legal documents, providing legal advice and opinions to the City Council, Staff and Boards and Commissions, and attending evening meetings are required. The successful candidate may also appear at and represent the City in internal administrative hearings involving appeals of disciplinary actions and grievances of employment matters, give advice on Texas Local Government Code Chapters 142 and 143 matters and assist with other duties as assigned by the City Attorney.

SUPERVISION

  • General supervision is provided by the City Attorney.
  • All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
  • Provide legal assistance to City departments regarding all areas of the law with a specialized emphasis on municipal law including, without limitation, land use, personnel and civil service matters and economic development.
  • Understand and interpret Texas Local Government Code Chapters 142 and 143, represent the City in legal matters relating to civil service and represent the City in civil service commission meetings.
  • Review and draft economic development agreements and other legal documents.
  • Respond to internal and external inquiries regarding Public Information Act requests and preparation of requests for Attorney General decisions.
  • Provide legal interpretation of Federal and State laws and regulations, local ordinances, codes and policies and court decisions.
  • Draft or assist in drafting ordinances, ordinance amendments, resolutions, policies and contracts.
  • Attend meetings and public hearings and render legal advice to the City Council, Staff, Boards and Commissions.  
  • Research and writing to analyze and prepare legal opinions.

MINIMUM JOB REQUIREMENTS:

EDUCATION

  • Juris Doctorate or equivalent degree from an accredited law school.
  • Five years of professional legal experience representing governmental entities concerning employment, economic development and land use matters.
  • Experience as an employee of a local governmental entity or law firm representing
  • municipalities is preferred.

LICENSES AND CERTIFICATES

  • Membership in the State Bar of Texas.
  • Possession of or ability to obtain license for practice before U.S. District Court.
  • Possession of a valid driver's license.

WORK SCHEDULE

  • Monday - Friday; 8:00 a.m. to 5:00 p.m.with some evening meetings where attendance is required.
