Under the general supervision of the Senior Human Resources Consultant, the HR Generalist provides professional human resources advice and guidance to assigned departmental administration and managers in the areas of employment compliance, employee relations and related human resources areas to include but not limited to advising on employment related matters, performance management counseling, and educating on human resources related matters and employment legislation;  partners with the assigned departments' hiring managers in recruiting and staffing logistics, focusing on all areas of recruitment, including networking, advertising, interviewing, building a talent pipeline of potential candidates, as well as attending career fairs and serving as the Human Resources subject matter expert for the overall recruiting function, including the applicant tracking software.

 

 Principal Duties:
  1. Build relationships with directors and hiring managers/supervisors of assigned departments/areas to serve as the staffing specialist in an effort to identify proactive recruiting solutions, develop effective recruitment strategies and efficient processes that are focused on the departments' specific recruitment priorities, as well as to assist onboarding and ongoing development of the workforce.
  2. Provide managers and supervisors with assistance in recruitment and selection issues. Ensure applicant tracking system and all related processes effectively support the recruiting process and that the City's recruiting efforts are efficient, legally compliant, relevant and timely and in accordance with all of the City's policies and procedures.
  3. Improve manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees.
  4. Case manage employee relations issues and conduct discrimination, sexual harassment and other employment related investigations; research and respond to employment related claims and grievances ensuring necessary documentation through partnerships with managerial staff.
  5. Work with employees and managers on various training and development needs, including assessment of development requirements, classroom facilitation, and coordination of organization-wide training function, as assigned.
  6. Comply with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  7. Oversight of assigned programs, in focus areas such as volunteer, internship, and workforce partnership programs, to include but not limited to, strategically defining these programs, setting processes and administering. Assignments may also include the responsibility for development and implementation of the on-boarding and new employee process.
  8. Perform other related duties as assigned.

 

 Qualifications:

Minimum:  

Bachelors Degree in Human Resources and three (3) years of Human Resources experience, with working knowledge of recruiting and employee relations or an equivalent combination of education and experience. Proven success in building a recruiting/talent pipeline and utilization of various recruiting processes to enhance an organization's recruiting efforts. Excellent interpersonal and analytical skills, with strong verbal & written communication abilities. Ability to adapt to changing and competing priorities. Previous experience or knowledge of recruiting for hard-to-fill positions. Knowledge of local, state and federal employment laws; experience with employee relations matters; and knowledge of corrective action process.
 
Preferred:  

Five (5+) years recruiting experience, experience & understanding of government-related recruiting, hard-to-fill positions, management level and Veteran/Military recruiting. Previous experience as an HR generalist, with knowledge and experience in all aspects of the HR function, including recruiting, training, compensation, benefits and employee policies and procedures. Project lead experience a plus.

HR Generalist II:

Required:   
Bachelor's Degree in human resources, and five (5) years of progressive experience in recruiting, experience & understanding of government-related recruiting, hard-to-fill positions, management level and Veteran/Military recruiting; Previous experience as an HR generalist, with advanced knowledge and experience in all aspects of the HR function, including recruiting, training, compensation, benefits and employee policies and procedures.
