PLANS EXAMINER I,II,III

Building

Pay Range: $26.84/hr. - $40.24/hr. ($55,827.20 - $88,004.80/annually)

Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 hrs/week)

Location: 330 W. Church St. Bartow, FL.

MAJOR FUNCTIONS

Plans Examiner I

A Plans Examiner I performs construction plans review on One and Two family Dwelling projects, in accordance with relevant state and local codes, standards, approved plans, and manufacturer specifications and requirements. He or she plays an important role in ensuring that plans submitted for approval are designed in accordance with the standards of the Florida Building Code and other relevant ordinances.

Plans Examiner II

A Plans Examiner II performs construction plans review on One and Two family Dwelling projects and specific commercial construction plans (dependent on licensure), in accordance with relevant state and local codes, standards, approved plans, and manufacturer specifications and requirements. He or she plays an important role in ensuring that plans submitted for approval are designed in accordance with the standards of the Florida Building Code and other relevant ordinances.

Plans Examiner III

A Plans Examiner III performs all types of construction plans review, in accordance with relevant state and local codes, standards, approved plans, and manufacturer specifications and requirements. He or she plays an important role in ensuring that plans submitted for approval are designed in accordance with the standards of the Florida Building Code and other relevant ordinances.

ILLUSTRATIVE DUTIES

Plans Examiner I

Technical Abilities

  • Performs technical construction plan reviews and re-reviews for One and Two Family Dwelling development, in accordance with county procedures and the adopted codes and standard in licensed disciplines.

  • Interprets the Florida Building Code and other relevant codes and ordinances.

  • Identifies and lists violations required to be resolved prior to approval of construction plans.

  • Verifies that all outside agency approvals are obtained prior to approval of construction plans.

  • Provides in-field consultations, as needed and assists inspectors in the resolution of problems which require plan revisions.

Customer Relations

  • Professionally and effectively communicates with customers about issues identified during plans review.

  • Regularly communicates with inspectors, other county divisions, and external agencies to provide coordinated responses to customers.

  • Assists customers by suggesting code compliant alternatives, when possible.

Other Duties

  • Calculates fees, prepares letters or reports, and updates files, as required.

  • Performs field inspections as needed, to assist in times of high workload.

  • May be required to provide damage assessment assistance to the Emergency Operations Center (EOC) during times of emergency.

  • May be required to provide damage assessment assistance to the Emergency Operations Center (EOC) during times of emergency.

  • May be required to perform supervisory duties in the absence of the Plans Examiner Supervisor.

KNOWLEDGE, ABILITIES AND SKILLS

Plans Examiner I, Plans Examiner II, and Plans Examiner III

 

  • Knowledge of construction codes, standards, and ordinances.

  • Knowledge of principles, practices, and techniques used in building construction industry.

  • Ability to read and interpret construction plans and specifications.

  • Ability to exercise high level of judgment in evaluating situations and making decisions.

  • Ability to perform in all weather and environmental conditions.

  • Ability to communicate professionally and effectively both verbally and in writing with external and internal customers.

  • Ability to use typical office equipment including computers, printers, scanners, fax machines, and copiers.

  • Ability to use mobile office equipment such as cell phones, laptops, mobile printers, GPS equipment, and Wi-Fi enabling software.

  • Ability to use basic computer software, such as word processing and spreadsheets.

  • Knowledge of or ability to learn specialized software related to electronic permitting, plans review, and inspections.

  • Ability to perform job effectively and efficiently during times of high volume construction activity.

  • Ability to see colors, hear sounds at a normal level, and perform tasks that require eye and hand coordination.

  • Ability to sit, bend, stoop, stand, ambulate independently, and drive from work site to work site to perform inspections when needed.

  • Ability to write clear and concise reports and complete forms accurately.

  • Ability to work in a fast paced, office environment.

MINIMUM QUALIFICATIONS

Plans Examiner I, II, III

  • Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of five (5) years of experience in the building construction profession or trades.

  • Must have a valid driver’s license and be able to secure a valid Florida Driver’s license at the time of employment for this position.

MANDATORY CERTIFICATION/LICENSURE

Plans Examiner I

 

  • Must possess a Standard, Provisional, or Limited license as a One and Two Family Dwelling Plans Examiner from the Florida Department of Business and Professional Regulation (DBPR). A provisional license must be converted to a standard license within the time allowed by the DBPR. Failure to acquire and maintain mandatory license may be cause for termination.

 

Plans Examiner II

 

  • Must possess a Standard, Provisional, or Limited license as a One and Two Family Dwelling Plans Examiner and any two (2) of the following Standard or Limited Plans Examiner certifications: Building, Plumbing, Mechanical or Commercial Electrical, as issued by the Florida Department of Business and Professional Regulation (DBPR).

  • A provisional license must be converted to a Standard License within the timeframe allowed by the DBPR. Failure to maintain mandatory licenses may be cause for termination.

 

Plans Examiner III

 

  • Must possess a Standard, Provisional, or Limited Plans Examiner licenses in the following trades: Building, Plumbing, Mechanical and Commercial Electrical, as issued by the Florida Department of Business and Professional Regulation (DBPR).

  • A provisional license must be converted to a standard license within the one year time frame allowed by DBPR. Failure to acquire and maintain mandatory licenses may be cause for termination.

 

SPECIAL PREFERENCES

Plans Examiner 1, Plans Examiner II, and Plans Examiner III

 

  • Polk County reserves the right to give special preference to those applicants who are qualified in specialty trades for which we have the most need.

 

  • Bilingual (Spanish and English).

ADDITIONAL INFORMATION

Plans Examiner I

 

  • All Polk County employees are eligible to participate in the benefits package, which includes health, vision, dental, life insurance, long-term disability coverage, annual and sick leave, paid holidays, pension, and deferred compensation plans.

 

  • In addition, Plans Reviewers also receive membership in appropriate professional organizations, reimbursement for trade certifications, and paid registration fees and travel costs for training, workshops, and continuing education courses.

 

  • Our plans reviewers are guaranteed a minimum 40-hour work week. This position is eligible for overtime pay when deemed necessary by supervisors.

 

  • Travel is limited to within the County, unless employee is attending out-of-county training or workshops. County-issued vehicles are available for use for county-related duties.

 

  • Employees may be promoted to higher Plans Examiner levels (II or III) upon earning additional licenses, as issued by the DBPR.

 

Plans Examiner II

 

  • All Polk County employees are eligible to participate in the benefits package, which includes health, vision, dental, life insurance, long-term disability coverage, annual and sick leave, paid holidays, pension, and deferred compensation plans.

SPECIAL REQUIREMENT

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
