Description

GENERAL PURPOSE:  Under general supervision, supervises and leads work crews in the maintenance and repair of facilities, equipment, landscaping and infrastructure for the Parks and Recreation Department.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Leads work crews performing maintenance and construction activities for parks and facilities prioritizes and assigns tasks; assures work quality, timely accomplishment and effective use of resources and assures all safety rules and regulations are observed on the job site; duties may vary according to job assignment.
  • Provides customer service; answers questions and concerns related to City projects; investigates citizen complaints and service requests, and coordinates resolution of conflicts and disagreements; explains City codes and regulations.
  • Trains and evaluates staff; conducts safety training programs; meets regularly with staff to discuss and resolve workload and technical issues; instructs crew in the proper use and maintenance of equipment; works with employees to correct performance deficiencies; monitors job sites, and enforces compliance to City policies, procedures and standards.
  • Operates a variety of trucks, equipment and hand tools in accordance with all safety regulations and procedures; inspects vehicles and equipment and assures all equipment is maintained according to standards.
  • Manages a variety of administrative activities including computer records management, employee scheduling, payroll reporting, maintenance procedure and work activity reports; maintains inventories and assures that adequate materials, supplies, and tools are available; processes and responds to work requests and complaints; processes invoices and accounts payable/receivable.
  • Responds to emergency callouts resulting from severe weather, major accidents or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies.
  • Performs other duties as assigned or required.

 

MINIMUM QUALIFICATIONS:

Education and Experience:

High school diploma or GED; AND five (5) years experience in landscape maintenance, building trades, or construction projects, including supervisory experience; OR an equivalent combination of education and experience.

 

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License; may be required to obtain a CDL.
  • Other license or certification may be required such as Non-Commercial Pest Control Applicators License, Certified Pool Operator Certification, Irrigation Technician Certification or CDL based on job assignment.
  • Must possess or be able to obtain: Community First Aid and Safety/Cardiopulmonary Resuscitation (CPR) / Automated External Defibrillator (AED) certification.

     

    Required Knowledge of:

  • City organization, operations, policies and procedures.
  • Materials, methods and techniques used in landscape maintenance, irrigation, tree care and maintenance and repair projects.
  • Principles and practices of administrative management, including personnel rules and supervision.
  • Principles of project and records management.
  • OSHA safety rules and regulations, and safety standards in landscape maintenance.
  • Federal and State safety laws and regulations.

     

    Required Skill in:

  • Reading and understanding construction blue prints, plans, specifications, technical documents and electrical schematics.
  • Safe and efficient operation and maintenance of trucks and equipment according to standard operating and safety procedures.
  • Promoting and enforcing safe work practices.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Establishing and maintaining cooperative working relationships with City employees, contractors and the general public.
  • Supervising staff, volunteers and/or contractors, and delegating tasks and authority.
  • Operating a personal computer utilizing a variety of business software.
  • Effective communication skills, both verbal and written, for positive relationships with employees, patrons, and the general public.

     

    Physical Demands / Work Environment: 

  • Work is performed outdoors in all weather conditions, with potential exposure to hazardous chemicals and equipment; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to eighty (80) pounds.
  • May be required to work irregular hours including weekdays, weekends, holidays and evenings.
  • May be required to work immediately before, during or immediately after an emergency or disaster.
  • NOTE:  This position is designated safety and/or security sensitive.

Starting minimum salary range is $20.09 - $24.10 per hour based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
