Under general direction of the Chief Information Officer (CIO), the Assistant Director is responsible for managing assigned functional areas of Information Technology Divisions, directing and providing city-wide information technology support; and assisting in the planning, directing and managing of activities and operations of the IT Department.  Provides complex administrative support to the CIO and serves as department head in his/her absence.
 Principal Duties:
  1. Plan, organize, direct, and coordinate the activities of assigned divisions of the Information Technology Department; provide leadership, direction, and guidance for development and operational activities to achieve the department's long and short range goals and business objectives.
  2. Assist the Chief Information Officer in formulating and implementing policies, programs, procedures, and standards for activities of the Information Technology Department.
  3. Supervise assigned staff, which includes prioritizing and assigning work; monitoring workloads, conducting performance evaluations; ensuring adherence to standards and procedures; identifying, recommending and approving training plans; and making hiring, terminating and disciplinary decisions or recommendations.
  4. Assist in establishing appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of processes and procedures; and allocates resources accordingly.
  5. Participate in the development and administration of the departmental budget, directing the administrative functions, implementing and overseeing budgetary policy and procedures.
  6. Maintain current knowledge of communication and information systems, hardware, and software which includes identify problems and recommending potential enhancements or solutions;
  7. Analyze, develop, and recommend plans and solutions to operational, management, business processes, or telecommunications and information systems operations and services, including hardware and software activities and associated issues.
  8. Consult with City users on current and future systems needs and make recommendations for communication and information hardware and software acquisition.
  9. Perform related duties as assigned.
 Qualifications:
Required:   

Bachelor's Degree in computer science or related field and five (5) years experience in the information technology, computing, and communications environment; and two (2) years supervisory experience; or an equivalent combination of education and experience. Valid Texas Driver's License. Ability to communicate clearly and effectively, both verbally and in writing. Ability to analyze and asses programs, policies and operational needs and make appropriate adjustments. Knowledge of Information Technology systems and technology. Ability to establish and maintain effective working relationships.

Preferred: 

Master's Degree in computer science, public administration or business. Familiar with the structure and various functions of City government.
