CAPACITY ENGINEER, P.E.

(Utilities Technical Services)

Pay Range: $33.09.93/hr. - $49.68/hr. ($68,827.20 - $103,334.40/annually)

Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 hrs./week)

MAJOR FUNCTION

Professional engineering work responsible for managing Utilities capacity, compliance and permitting projects. This includes management responsibilities primarily related to the County’s Utility Capacity Summary Report and review/approval of land development projects but may also include permitting and compliance projects and other project-related management duties necessary to support the mission of the Utilities Environmental Affairs Section. This position includes the following major functions:

 

• Manages the activities of outside consultants and contractors for utility permitting and compliance-related projects, including potable water production, treatment, transmission and distribution; wastewater collection, treatment and disposal; and reclaimed water transmission, storage and distribution. • Performs critical engineering feasibility analyses, hydraulic analyses, treatment and performance efficiency evaluations, alternatives analyses, and facility compliance inspections, working with both staff and outside consultants. Correlates and integrates capacity program with geographic information system (GIS) and hydraulic analysis (modeling) programs. • Assists in the development, preparation and maintenance of Utilities Compliance annual budget, project budgets, progress and status reports, letters, files, and other documentation related to projects. Also assists in the preparation of project-specific and annual engineering and compliance monitoring contracts. • Interacts, develops and maintains strong working relationships with local, state and federal regulatory agencies as well as other County divisions and the development community in designing, bidding, permitting, and implementing Utilities compliance projects.

ILLUSTRATIVE DUTIES

Responsible for managing the Utility Capacity Summary Report and other compliance-related projects from scope development through invoicing and project close-out. Prepares and maintains a tracking program for permitted flows, existing commitments, and allocations of capacity for proposed land development projects. Requires management of consultants and contractors to ensure that project objectives are met and that contract requirements are adhered to. Provides technical expertise in support of complex engineering design and hydraulic calculations for assigned projects. As a Professional Engineer, this position may be required to sign and seal permit applications, construction drawings and/or technical reports in support of permit applications.

Establish, analyze and evaluate computer models (WaterCAD/WaterGEMS) to assist with master planning, pump selection, pipe sizing and other related hydraulic considerations. Using established models, update with new inputs to determine acceptability of new building developments or uses and integrate those models with GIS. Must be able to show distribution of data derived from compliance and hydraulic analyses using GIS software.

Prepares and maintains progressive project reports/files, including project schedule information and work activities. Reports may be for the Utilities management team, as well as the Polk County Board of County Commissioners and various regulatory agencies (e.g., Florida Department of Environmental Protection, United States Environmental Protection Agency, Polk County Health Department, Water Management Districts, etc.).

Prepares/executes or coordinates with outside consultants to complete site surveys, environmental studies and assessments, engineering reports and evaluations, field inspections of water, wastewater, reclaimed water and storm water facilities, design drawings, technical specifications, schedules, cost estimates, permit applications, bid and construction documents. This includes ensuring adherence to contract or permit requirements and regulatory rules and guidelines. Provides engineering, technical, project management and administrative support to the Utilities’ Environmental Manager. Reviews invoices for services from consulting engineers and contractors to determine that services have been performed prior to submission for payment authorization and completes consultant evaluations.

KNOWLEDGE, ABILITIES AND SKILLS

This position requires knowledge of the concepts, terminology, principles, and analytical techniques of civil and/or environmental engineering applied to water and wastewater facilities, collection systems, and distributions systems, including reclaimed water systems and wastewater solids handling. Ability to utilize GIS software to prepare necessary maps and analyses related to capacity, compliance and/or utility permitting. Must possess a strong working knowledge of local, state and federal rules, regulations and statutes related to potable water, wastewater and reclaimed water systems. Knowledge of methods, techniques, and materials used in utility system design and construction. Ability to read and interpret complex engineering plans. Ability to prepare engineering and related reports, capital improvement plans and budgets, letters and memorandums, etc. Ability to analyze, identify, and report financial or facility treatment data and trends. Ability to plan, direct, supervise, and evaluate the work of assigned personnel.

This position requires the ability to appropriately apply the concept of engineering problem solving as it relates to the development and operation of the County’s Utilities Division’s mission. This position requires the ability to develop engineering scope of work and capital and engineering design work projects; the ability to communicate engineering information effectively in both verbal and written forms to both technical and non-technical audiences. Must be knowledgeable with Excel formulas, macros and Visual Basic coding to maintain the Capacity Summary Report.

Must possess excellent leadership and interpersonal skills, superior communications skills (verbal and written), time management and organizational skills, critical thinking, analysis, problem solving, and presentation skills, particularly in public settings.

Ability to write clear and concise general and technical policies, procedures and instructions. Proficient in the use of Microsoft Office applications to create spreadsheets, presentations, and written documents/reports.

MINIMUM QUALIFICATIONS

Graduate of an ABET accredited four (4) year college or university with major course work in civil or environmental engineering and have a minimum of six (6) years’ experience in engineering design, permitting, and project / construction, treatment analysis and/or system modeling experience involving water and wastewater utilities including a minimum of two (2) years of related supervisory experience.

Must be registered Professional Engineer in Florida or have the ability to become a registered Professional Engineer in the State of Florida within six (6) months after employment within this classification.

Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.

Must be able to develop and/or maintain hydraulic models of the County’s water, wastewater and reclaimed water systems with the modeling software currently in use by the Utilities Division (WaterGEMS and SewerGEMS).

A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the Professional Engineer (P.E.) license.

SPECIAL REQUIREMENTS

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
