Stormwater Program Specialist

Annual salary dependent upon qualifications

Job Summary

Administer the City’s Storm Water Management Program (SWMP), including measurable goals for each Best Management Practice (BMP). Coordinate data compilation from City departments for BMP measurable goals. Prepare SWMP Annual Report to the Texas Commission on Environmental Quality (TCEQ). Administer City compliance with TCEQ Storm Water Pollution Prevention Plan requirements. 

Essential Duties & Responsibilities

• Implement measurable goals for B’s listed in the SWMP and work with the City departments to meet goals.  

• Collect data from City departments on measurable goals.  

• Monitor success of each measurable goal and compile data. Perform and submit Annual SWPM Report to TCEQ. 

• Conduct construction inspection, testing, etc. to insure compliance with the City’s SWMP.  

• Review construction documents and sites for compliance with SWPPP requirements.  

• Review TCEQ requirements and revise City’s SWMP to address changes.  

• Conduct training and public outreach to broaden knowledge base and compliance of City departments and the public. Work with departments of illicit discharges, illegal dumping, recycling and reduction of sewer overflows.

• Make recommendations that impact the department budget.
 

 

 

Minimum Qualifications

  • High school diploma or GED equivalent 
  • 3 years in construction, TCEQ compliance, or a field related to storm water
  • Knowledge of and experience with city, state and federal regulations for storm water and erosion control or related programs is a plus
  • Storm Water Inspector (MS4) Certification or ability to pass the exam and obtain certification within 12 months of employment or Erosion Inspector Certification or ability to pass the exam and obtain certification within 12 months of employment
  • Valid Texas class C driver’s license
  • Skills in reading and interpreting construction drawings, plans and specifications
  • Effective oral and written communication of technical information
