GENERAL DEFINITION OF WORK:

This is light duty work requiring the exertion of up to 30 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires reaching, fine dexterity, handling, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to both inside and outside environmental conditions such as but not exclusive to variable and/or extreme weather conditions, emergency incidents, crime scenes, fires, and project construction sites is involved.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

The content developer has the primary duty of creating and sharing content for and on various communication platforms for City of Elgin. While this position will report to the Communications Manager in the City Manager's Office, work will encompass all City departments. The position has a hybrid focus on writing and marketing. Writing is the essential product to support developing content across various mediums including print, web, social media, email campaigns, and video. The content developer will manage content on the City's website and develop and execute a content calendar for social media, web and print. The content developer will create messaging for internal communications including interview and script writing, write for citywide print newsletters and targeted mailing efforts and assist with other projects as needed. Graphic design and photo editing skills enhance content creation and such skills are preferred, but not required. Although this is an entry-level position, the content developer holds a critical role for the entire organization; input and collaboration on both existing initiatives and new ideas are considered part of the job.
  1. Assist with planning, development and implementation of marketing and public information campaigns, with a heavy emphasis on digital communications.
  2. Develop content for City media channels, including but not limited to graphic design, layout and composition for the City's websites, social media, newsletters, cable channel and other City communication tools. 
  3. Maintain and manage the City's websites, as well as assist in redesign of the pages and sub-sites when needed. Coordinate with city departments regarding content design and updates. 
  4. Maintain quality control of citywide messaging and branding consistent with the City's brand guidelines and in support of any strategic or organizational goals.
  5. Develop strategic content goals, create content and manage content distribution through collaboration with other departments and analysis of key performance indicators.
  6. Coordinate, create, integrate and monitor City messaging via social media to inform and educate the public while also providing a customer service function. 
  7. Serve as backup to the Communication Manager for writing, media relations and other needs. 
  8. Serve as a key member of the public communications team during emergencies and maintain an on-call status for response to City and department emergencies, as needed.
  9. Assist with content development for the City's cable television channel.
  10. Evaluate and make recommendations on the effectiveness of communication tools utilizing analytics. 
  11. All other duties as assigned.

The ideal candidate will possess a good mix of creative and technical skills. Candidate should be skilled in writing and editing, and possess the ability to multitask in a fast-paced, changing environment. Candidates should have experience delivering results with high standards under tight deadlines. Candidates must possess the ability to work both independently and with a team, and be able to prioritize and produce quality work under pressure. The ideal candidate will take initiative and think strategically to discover innovative ways to highlight topics and share information. Candidates should possess a strong knowledge of digital communications and industry best practices. Creativity and flexibility are a must.
 
Must be able to effectively communicate verbally and in writing; maintain relationships with departments and the public; work flexible hours including evenings, weekends and holidays; and work in inclement weather on occasion.
 

ADDITIONAL INFORMATION:

EDUCATION AND EXPERIENCE:
Bachelor's degree from an accredited college or university with major course work in Journalism, Marketing, Communications, Digital Media, English or related field is required. Graphic design experience or expertise is preferred. Valid Illinois Driver's License is required.
