Description

Summary:

Inspects plumbing and heating, ventilation and air conditioning (HVAC) systems associated with new construction and alterations to determine compliance with adopted plumbing, fuel gas, mechanical, and energy codes. Enforces provisions of the Texas Plumbing License Law and other associated statutes, regulations and ordinances governing the plumbing and mechanical trades.

Essential Functions:

  • Check construction plans for conformance to adopted plumbing, mechanical, and energy codes;
  • Drives motor vehicle to and between construction sites in order to perform field inspections and/or investigate complaints;
  • Performs field inspections of work in progress to determine compliance with approved plans and adopted codes and ordinances;
  • Performs field checks of contractor licenses and registrations;
  • Discusses technical and procedural field problems with contractors and homeowners;
  • Prepares daily inspection schedules, enters inspection results in computer system and documents issues as necessary;
  • Investigates complaints regarding installations and takes appropriate enforcement action as per department policy;
  • Communicates effectively, orally and in writing;
  • Performs related duties as assigned.

Qualifications:

Completion of a high school diploma or the equivalent with four years progressively responsible experience in the plumbing/HVAC trades. Possession of a current a current state plumbing inspector license or be qualified to take the examination within ninety (90) days is required. Generally, qualification requires possession of journeyman or master plumbing license, or a minimum of 500 hours of experience working in the plumbing trade, and/or various other methods of credit (See Plumbing Board Rules). Must achieve certification by a major code group within one year of hire. Or any combination of relevant education and experience which provides the knowledge and abilities specified below: 

Valid current Driver's License
State Plumbing Inspector

Knowledge of:

  • Plumbing and mechanical (HVAC) systems in commercial and residential construction;
  • Plumbing, mechanical, and energy codes and regulations;
  • State statutes and rules pertaining to plumbing and heating, refrigeration, and air conditioning.

Ability to:

  • Read and interpret complex engineering drawings;
  • Operate a motor vehicle;
  • Perform field inspections;
  • Utilize a computer for scheduling inspections and entering inspection results;
  • Communicate effectively with others, both orally and in writing;
  • Achieve certification by a major code group within one year of hire.

 Physical Requirements:

  • Frequently lift and carry up to 10 pounds, lift up to 20 pounds;
  • Frequently climb ladders, scaffolding, poles, stairs and inclined surfaces;
  • Frequently stand and walk during the shift;
  • Frequently bend during the shift;
  • Occasionally flex upper trunk forward at the waist and partially flex at the knees;
  • Occasionally move entire body along a surface in a crawling motion;
  • Coordinate eye, hand and foot movement in order to operate a vehicle.
