PURPOSE OF CLASSIFICATION

The purpose of this classification is to operate medium to heavy equipment and perform semi-skilled tasks associated with maintaining recreational facilities, parks, the cemetery, and other property owned and operated by the City.

 

ESSENTIAL FUNCTIONS

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification.  They are not listed in any order of importance.  The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Operates various equipment and vehicles to complete tasks related to maintenance, upkeep, and small construction projects for parks, cemeteries, rights-of-way, and other City-owned property; drives vehicles over public roads, work sites, rights-of-way, parks, and other City property; maneuvers in and around traffic, parked cars, equipment, utilities, and other obstacles; obeys all traffic laws and safety guidelines; monitors immediate environment and work area to ensure the safety of operator, other workers, the equipment, and the public.

Operates tractors and tractor-mounted mowing equipment to mow rights-of-way, parks, and other City property, including operation of side-arm, bush hogs, and rear-mounted mowers, but excluding small riding mowers; scouts path for and removes rocks, debris, and other obstacles that may cause damage to the equipment, property, or the public; determines proper settings and adjusts mowing equipment for desired height and trajectory.

Operates bobcat and backhoe-mounted loader to load and/or move gravel, dirt, sand, and other materials for smaller projects and amounts; operates digging arm of backhoe to perform basic digging, trenching, and clearing of land or materials that do not require skilled maneuvering or exact specifications.

Inspects and prepares equipment for safe and proper operation prior to beginning work for the day; performs light maintenance on equipment, which includes changing oil, refueling, and refilling lubricants; cleans vehicles, beds, and mounted equipment upon completion of assignments; secures vehicle after use.

Prepares gravesides and crypt fronts for funerals; digs graves and installs grave markers; setups up ground cover and tents; stencils letters on crypt; and assists public with locating graves and general information pertaining to cemetery operations.

Maintains the lawn and grounds for various city-owned property; plants flowers, sod, grass, shrubs and trees; cuts the grass, pulls weeds, waters plants and grass, applies fertilizer and insecticide; mulches trees and plants; edges around sidewalks; picks up trash; uses various equipment and tools such as lawnmower, weed eater, rake, shovels and other related equipment for use in grounds care.

Maintains athletic fields and courts for sports activities; sets bases and marks fields and courts according to specific sport; brushes, lines, waters, and rakes courts; Replaces/repairs lines, nets, and wind screens; removes rocks and debris from fields and courts; paints courts and apparatus as needed; mows fields;  installs light fixtures and bulbs; builds and repairs bleachers and stands; replaces boards and braces.

Preserves the buildings and facilities on city-owned parks; paints buildings; conducts building repairs and maintenance; repairs roofs and shingles; lays brick and blocks; monitors irrigation system for proper function and repairs irrigation lines and sprinkler heads; fixes picnic tables and playground equipment; picks up and disposes of trash; fixes water pipes; repairs gates and fences; ensures grounds are safe for public access and use; paints tables, signs, and parts of buildings; assembles office furniture.

Picks up trash and debris in buildings and on lawns and grounds; collects and removes recyclable paper and other items; empties trash containers and receptacles; removes and disposes of trash according to city policy.

Performs preventive and routine maintenance and service on vehicles and equipment; repairs field maintenance equipment; changes oil and filters, replaces parts and makes adjustments as necessary; removes and replaces shafts; ensures proper working condition of all equipment; prepares vehicle and equipment maintenance report.

Cleans and deodorizes bathrooms located at recreational sites; disinfects and cleans toilets, sinks, and fixtures; mops and cleans floors and mirrors; replaces soap, toilet paper, paper towels and other supplies as needed.

Sets up and breaks down regularly scheduled and special events; hooks up and breaks down sound system for concerts; sets up temporary in-line skating rink; sets up risers, chairs, tables, and music stands for concerts; hangs and takes down artwork, quilts, and banners for various events; breaks down and cleans up after program.

Transports people, materials, and supplies to and from project sites and events; drives visually impaired individuals to and from events; transports tables, chairs, tents, etc.; makes pick-ups and deliveries to businesses; loads and unloads equipment.

 

ADDITIONAL FUNCTIONS

Provides hurricane preparation and clean- up duties.

Performs other related duties as required.

Effectively communicates with supervisor, employees, other departments, contractors, engineers, companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Accurately and expeditiously receives and delivers messages and information to the appropriate individuals.

Ability to prepare accurate and thorough written records and reports.

Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal supervisory direction.

Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of irrigation systems and repairs needed.

Knowledge of landscaping maintenance procedures and processes.

Knowledge of the hazards and safety precautions of the profession.

Ability to work in a variety of weather conditions while performing maintenance tasks.

Ability to effectively interact with coworkers, supervisors and other department staff, as well as the public and outside agencies.

Ability to read and interpret technical manuals, drawings, plans, instructions, and all other relevant reference documentation.

 

MINIMUM QUALIFICATIONS

High school diploma or valid equivalent; supplemented by 5 months previous experience involving lawn and landscape maintenance and heavy equipment operation. Must possess and maintain a valid Florida Commercial Driver’s License (CDL) including appropriate endorsement(s).

 

PHYSICAL AND SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS

Physical Ability:  Tasks require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (50 pounds).

Sensory Requirements: Tasks require the ability to perceive and discriminate colors, depth, and visual cues or signals. 

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, and toxic agents.
