DEPARTMENT: PUBLIC TRANSPORTATION

JOB TITLE: TRANSIT DIRECTOR

 

JOB SUMMARY:

Plans, directs, manages and oversees the development activities of the public transportation program for Fort Bend County.  Includes planning, coordination, implementation and evaluation of transportation and planning projects.  Participates in planning of programs, policies or objectives for own work group and department.

 

DUTIES & RESPONSIBILITIES:

Develops, recommends and implements new programs or modifications to existing programs, including rail, express bus service, local fixed bus routes, paratransit service, demand response service, passenger station planning, passenger amenities, and others as needed.  Develops and implements techniques for evaluating programs and establishes program goals and objectives.  Develops and approves schedules, priorities, and standards for achieving program goals, direct program evaluation activities, plans for additional staff as needed, and analyzes and prepares written reports on program and project performance.  Represents local transportation and planning needs and concerns in the region, including making formal presentations as needed to other urban and rural transit agencies, other municipalities, the metropolitan planning organization, the federal transit authority, the Texas Department of Transportation, and multi-state and national forums.  Develops and manages transit annual budget including a minimum of $1.2 million dollars in grants for compliance with all federal and state agencies and solicit new revenue sources for ongoing or new projects.  Directs and prepares special technical and administrative reports.  Develops and maintains professional relationships and implement needed coordination with key agencies, organizations and individuals to facilitate projects.  Develops policies and procedures necessary for compliance with all grant funds.  Prepares and presents recommendations to Commissioners Court.  Assists in various transit related procurements, including a knowledge of the federal procurement process.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

 

REQUIREMENTS:

Bachelor’s Degree from an accredited four-year college or university in Business Management, Public Administration, Transit Management, Urban Studies, or related field with major coursework in transportation planning.  Ten years of Transit Operations experience may substitute for the degree requirement.  Seven years of job-related experience (In addition to the experience required to meet the knowledge requirement, if applicable), with three to five years of increasingly responsible experience in transportation planning, grant administration and public transportation experience preferred.  Detailed knowledge of transit operations, training and local, state & federal requirements.  Excellent computer, verbal and written communication, management, organizational and interpersonal skills and the ability to deal effectively with the public, other employees, and elected officials.
