Under the direction of the City Manager and through subordinate division superintendents/managers, plans, organizes, and directs the activities of the Public Works and Water Utilities Departments which includes the major divisions of Streets, Engineering, Distribution & Collection, Water/Wastewater Treatment, and Municipal Drainage.  Develops long-range plans based upon analysis of community needs and interests, projected future demands, capacity of facilities, develops and supervises implementation of capital improvement infrastructure and street improvement programs.  Maintains liaison with federal, state, and local regulatory agencies such as EPA, and TCEQ.  Serves as primary liaison with solid waste disposal contractor.  Responsible for the management and evaluation of approximately 70 staff members; develops and administers $10 mil departmental budget; manages contracts; coordinates bid processes.  Performs additional duties as apparent and/or assigned.

Bachelor's degree in Public Administration, Civil Engineering or closely related field and five years progressively responsible experience managing public or private utilities or similar operations required.  An equivalent combination of education and experience may be considered; municipal experience and registered Texas P.E. preferred. Requires effective interpersonal and presentation skills; team leadership approach; and a firm grasp of business and management fundamentals.
