DEPARTMENT: INFORMATION TECHNOLOGY

JOB TITLE: PROJECT DEVELOPMENT ANALYST

 

JOB SUMMARY:

Participates with a County project team and works in conjunction with a professional services firm to implement an enterprise software solution.  Participates in planning of programs, policies or objectives for own work group and department.

 

DUTIES & RESPONSIBILITIES:

Functions as a team leader or team member to implement, upgrade and support an enterprise software solution.  Provides related development, configuration, documentation and training support, as required, and assures the quality, accuracy and efficiency of the solutions provided.  Develops detailed interface and program specifications.  Develops enterprise level custom integration solutions between multiple applications by developing programming solutions and/or by utilizing complex middleware products.  Develops and maintains custom interface solutions to provide data exchange to/from local and/or external entities.  Designs, creates and maintains process/work flows within an enterprise application environment.  Tests applications and recommends and/or implements modifications, as applicable, utilizing vendor recommended and County approved testing guidelines to ensure the highest level of quality.  Develops a working knowledge of vendor applications development environments to adequately apply and support patches, upgrades, customizations, etc.  Applies vendor application patches and upgrades, establishes regression testing, coordinates with relevant parties and communicates with vendor to ensure highest level of integrity.  Creates and maintains custom reports, as required, to provide required reports not available with baseline vendor applications.  Utilizes vendor development/reporting environment or department standardized reporting tool, whichever is appropriate.  Analyzes and resolves complex application support problems.  Recreates problems to identify areas of concern and plans the full range of actions necessary to formulate a solution.  Thoroughly resolves the problem to accomplish the desired results.  Plans, prepares, and implements data conversions.  Provides analysis and programming effort for data cleansing and extraction of data.  Works closely with functional and technical team members to ensure accurate results.  Participates in technical training provided by vendor and imparts knowledge transfer to other members of the County technical team, as necessary.  Participates in technical reviews of systems.  Provides automated solutions using existing functionality where possible.  Documents, utilizes and enforces source code management and software release procedures.  Develops performance-monitoring standards.  Codes programs/scripts utilizing corresponding programming/ scripting language(s).  Communicates activities within a project or task to project management.  Assists project manager in developing technical work breakdown structures and resource planning.  Prepares reports and project charts as required for own and/or team activities, meetings, projects in progress and/or completed.  Review/tests work of team members during implementation, modification, or problem resolutions, recommending modifications as necessary.  Ensures that established standards and data integrity are maintained during application implementation, modification, or problem resolution.  Tracks, communicates and documents resolutions of related project issues by means of approved standards and processes.  Adheres to established change control procedures.  Notifies project manager immediately when change control situations arise.  Documents business and system processes, procedures and technical solutions through the use of designated guidelines and toolsets.  Understands best practices and incorporates these concepts into recommendations and approaches.  Participates in training of I.T. personnel and customers for enterprise software components and other software as needed.  Coordinates with other I.T. resources for support and maintenance.  Provides on-call support 24/7 for all supported applications.  Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

 

REQUIREMENTS:

Bachelor’s Degree in Computer Science, Information Systems or related field.  (High School/GED and four additional years of relevant professional experience may be substituted for the Bachelor’s degree); experience in computer programming, systems analysis and project deployment.  Ten years Information Technology experience with at least five years technical experience in the deployment and support of enterprise application software.  Strong project and team-based skills.  Thorough knowledge of programming and development standards as well as programming architectures.  Thorough knowledge of methods for designing, coding, testing and debugging programs and skill in evaluating system performance.  Thorough knowledge of integration methodologies.  Proficient skill in translating highly complex concepts for peers and customers.  Ability to support, debug and maintain complex code, modules or applications.  Advanced problem-solving ability.  Ability to complete work within specified project time schedules.  Excellent interpersonal skills and the ability to deal effectively with the public, other employees, employees in other departments, and elected officials.  Excellent verbal communication, written communication and organization skills required.  The successful candidate must take OnBase Certified Application Programming Interface (OCAPI) course and successfully obtain certification within an indeterminate amount of days of employment (to be discussed during interview).

 

SALARY RANGE: Professional/Management Grade 14, Commensurate with experience and education
