Description

GENERAL PURPOSE:  Under general supervision, processes permit applications and related documents; provides information and customer assistance and explains City codes and policies.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Provides Department information and customer service; answers questions as first point of contact for customers; processes documents, permit applications and deposits; answers questions within scope of authority and training.
  • Reviews and accepts permit applications; reviews applications for completeness, collects applicable fees, and forwards applications to appropriate staff for review.
  • Accepts contractor and sub-contractor permit applications; reviews supporting documents for accuracy and completed required documentation.
  • Collects fees and issues receipts; balances and reconciles receipts to monies collected at the end of each day.
  • Responds to questions and permit readiness, project fees and other issues; explains policies, code standards.
  • Maintains permit log, files and records management program; maintains records and files associated with plan review process, problems and permits, prepares periodic reports and conducts surveys as required.
  • Provides administrative support services as needed; researches issues and provides data on permit and plan issues and related subjects.
  • Responds to requests for information provides technical information to City staff as authorized; provides assistance to the public within scope of authority; provides assistance, technical guidance and training to City staff on technical issues and statutory requirements.
  • Assists in maintaining permit records, files and log.
  • Performs other duties as assigned or required.

 

 

 

MINIMUM QUALIFICATIONS:

 

Education and Experience:

High School diploma or GED equivalent; AND one (1) year of experience in technical support functions, preferably in a government environment; OR an equivalent combination of education and experience.

 

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.

     

    Required Knowledge of:

  • City organization, operations, policies and procedures.
  • Reading plans, permit applications and specifications, and communicating technical requirements to architects, engineers, contractors, developers and the general public.
  • Principles of record keeping and records management.
  • General purposes and techniques of inspection and plan review.
  • Municipal codes and ordinances.

     

    Required Skill in:

  • Reading construction plans, permit applications and specifications, and communicating technical requirements to architects, engineers, contractors, developers and the general public.
  • Reading, understanding and applying standards and procedures, applicable State and Federal rules and regulations, and City policies and procedures.
  • Read drawings, plans and specifications.
  • Applying department standards and City policies.
  • Establishing and maintaining cooperative working relationships with employees and the public.
  • Operating a personal computer utilizing a variety of business software.
  • Effective communication, both oral and written.
  • Municipal code interpretation

     

    Physical Demands / Work Environment: 

  • Work is performed in a standard office environment; outdoors in all weather conditions; is subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
  • May be required to work immediately before, during or after an emergency or disaster.
  • NOTE:  This position is designated safety and/or security sensitive.

Starting minimum salary range is $14.11 - $16.93 per hour based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
