JOB SUMMARY:  Under general supervision of the City Engineer or Capital Projects Manager, the Senior Civil Engineer is responsible for the daily activities in the management and administration of the Engineering Department to include development plan review, capital improvement program and assistance in facilitating right of way maintenance projects.

SALARY: $83,000/yr to $123,000/yr DOQ

 MAJOR DUTIES: 

  • Provide technical expertise on plan review and use of proper procedure and interpretation of City requirements to ensure conformance with the City’s engineering design standards.
  • Advise City staff, engineers, contractors, and residents on State, Federal, and local storm water permitting requirements, design issues, construction issues, and enforcement actions.
  • Provide analytical and developmental recommendations relating to engineering plans, specifications and reports on improvements and new construction for the City.
  • Assist with the development and implementation of engineering design standards, ordinances and procedures.
  • Assist the CIP Manager with all phases of capital projects.
  • Provide direction to consultants regarding the review and approval of plans, construction specifications, details and reports for private development and capital projects.
  • Develop, implement and monitor professional services and construction contracts.
  • Verify work completed and processes associated design and construction payments.
  • Negotiate and mediate differences with contractors and reviews change orders.
  • Evaluate and respond to technical inquiries from inspectors, consulting engineers, developers and contractors.
  • Review exhibits and descriptions for easements and right of way acquisition.
  • Prepare council agenda items for assigned capital, private development or other special projects.
  • Attend meetings with consultants, developers, contractors and other staff as necessary.
  • Conduct site inspections as necessary for private development and capital projects at all phases of construction.
  • Evaluate and responds to public, inter-departmental and city official inquiries.
  • May act on behalf of the City Engineer or Capital Projects Manager as assigned.
  • Travel to attend meetings, conferences, and training.
  • Regular and consistent attendance for the assigned work hours is essential.

 KNOWLEDGE REQUIRED BY THE POSITION 

  • Knowledge of civil engineering practices and principals.
  • Knowledge of construction engineering design, specifications, construction materials and supply specifications and standards.
  • Knowledge of contract preparation, negotiation and implementation.
  • Knowledge of construction inspection and investigation practices and procedures.
  • Knowledge of computers and related equipment, hardware and software.
  • Knowledge of City policies and procedures.
  • Skill in effective oral and written communications.
  • Skill in reviewing and detecting deviations in specifications from approved engineering practices, codes and ordinances.
  • Skill in preparing, developing and presenting technical information to public officials, developers, contractors, consultants and the general public.
  • Skill in assisting with planning and implementing departmental procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns.

 SUPERVISORY CONTROLS:  The City Engineer or CIP Manager will assign work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

 GUIDELINES:  Guidelines include Supervisor instruction, city policies and procedures, construction codes for building, mechanical, electrical, plumbing and energy, current engineering design standards, applicable State and Federal Laws, and budget and procurement laws and policies. These guidelines require judgment, selection, and interpretation in application. 

 COMPLEXITY:  The work consists of varied administrative and technical duties. The variety of projects and tasks to be managed contributes to the complexity of the work.

 SCOPE AND EFFECT:  The purpose of this position is to oversee the City’s Engineering department. Successful performance helps ensure the efficient construction of public facilities and improves overall service delivery to city residents and visitors.

 PERSONAL CONTACTS:  Contacts are typically with co‑workers, contractors, vendors, suppliers, other city employees, engineers, surveyors, consultants, utility companies and architects.

 PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, and provide services.

 PHYSICAL DEMANDS:  The work includes walking around construction sites.  Climbing ladders and light lifting involved. Occasional heavy lifting and carrying.  Must be able to operate assigned vehicle and equipment.

WORK ENVIRONMENT:  The work includes being in a construction work-site environment; frequent exposure to environmental conditions and/or hazards. Portions of work performed outside or with exposure to risk.

 SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

 MINIMUM QUALIFICATIONS:

 Bachelor's Degree in Civil Engineering or related field, and a minimum of five (5) years of experience as a Professional Engineer, one (1) year of which is in a lead or supervisory role; or equivalent combination of education and experience. Certified Floodplain Manager (CFM), preferred.

  • Possession of or ability to readily obtain a Professional Engineer License from the State of Texas within six (6) months of employment.
  • Possession of or ability to readily obtain a valid Class “C” Driver’s License issued by the State of Texas.
  • An equivalent combination of education, training and experience providing the require knowledge, skills and abilities may be considered.
