Description

GENERAL PURPOSE:  Under limited supervision, performs a variety of technical support functions for the Planning and Community Development Department; provides information and assistance to the general public.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Answers inquiries and assists the public and developers with Planning and Community Development Department issues; provides zoning, general plan, subdivision, floodplain and future development information within scope of authority.
  • Assists Planners with processing planning applications, permits and technical documents; researches issues and provides data on land use issues and related subjects.
  • Reviews various permit applications such as building permits, sign permits and other simple permit applications.
  • Assists in maintaining land planning records, files and maps; oversees Planning and Community Development Department files and records management program.
  • Develops maps and other graphic presentations to illustrate land use plans and planning concepts; assists in maintaining land planning records, files and maps with GIS system; performs research and data gathering for population, housing, land ownership, land use and economic studies.
  • Prepares and/or distributes correspondence, memoranda, agenda items/packets, and other assigned documentation for Planning and Community Development Boards and Commissions; compiles data and prepares reports; processes public hearing notices.
  • Coordinates proceedings of official meetings and public hearings of the Planning and Community Development Boards and Commissions; prepares agendas and information packets for meetings; records and transcribes meeting minutes and assures completion of required follow-up on meeting action items.
  • Assists in documentation and mapping to indicate planning and/or zoning cases or permits;
  • Assists in research to achieve compliance with plans, permits and/or City code of ordinances through document retrieval and review, and conducting field review.
  • Works with and assists department-wide team and other City departments.
  • Assists with current and long-range planning activities as needed.
  • Performs other duties as assigned or required.

 

 

MINIMUM QUALIFICATIONS:

 

Education and Experience:

Bachelor’s degree in planning, landscape architecture, geography or related field; AND one (1) year experience in technical support functions, preferably in a government environment (can include internship); OR an equivalent combination of education and experience.

 

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.

     

    Required Knowledge of:

  • Municipal organization, operations, policies and procedures.
  • General purposes and techniques of planning and zoning.
  • Principles of record keeping and records management.
  • Graphic & digital mapping methods, and specialized GIS software applications and file management procedures.
  • Use of graphic software such as Google SketchUp and Adobe Photoshop.

     

    Required Skill in:

  • Reading, interpreting and explaining laws and regulations.
  • Collecting, tabulating, organizing, evaluating, analyzing and presenting data and information.
  • Interpreting legal records, technical documents and map specifications.
  • Interpreting and applying department standards and City policies.
  • Establishing and maintaining cooperative working relationships with employees, officials, other community development agencies and the general public.  
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Operating a personal computer utilizing a variety of business software.
  • Effective communication, both verbal and written.
  • Customer service approach to all work.

     

    Physical Demands / Work Environment: 

  • Work is primarily performed in a standard office environment and involves sitting, standing, walking and bending for extended periods of time.  Must be able to safely lift and carry equipment and materials up to thirty (30) pounds. 
  • Must be able to work evenings as required for meetings.
  • May be required to work immediately before, during or immediately after an emergency or disaster.

Starting minimum salary range is $35,713.60 - $42,848 per year based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
