Anticipated Hiring Salary:  $115,000 per year

This position requires residency within 15 miles of Sachse Central Fire Station located at 3815 Sachse Road, Sachse, TX 75048. This residency requirement must be met within twelve (12) months of employment from the date of hire. When designated to serve as "Acting Fire Chief" within this time period the residency requirement must be met in a temporary capacity for the duration that the "Acting Fire Chief" designation is in effect.


The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.
 
SUMMARY:
Under the general direction and supervision of the Fire Chief, this position manages and directs both emergency and non-emergency functions of all crews assigned to the Operations Division. The Deputy Fire Chief directs and administers fire suppression, emergency medical response, rescue, training and public education programs of the Sachse Fire Department. This position assists in administrative duties relating to operations and is responsible for the department in the Chief's absence.

 

Examples of Duties

ESSENTIAL JOB FUNCTIONS:

  • Coordinates the daily organization, staffing, and operation activities for all shift level personnel. Directs, coordinates, and reviews the work plan for fire suppression personnel; organizes, coordinates, supervises and evaluates lieutenants on emergent and non-emergent activities.  Prepares training materials and conducts training programs for staff.
  • Directs operations and activities at incident scenes typically as Incident Commander. Operates within Standard Operating Procedures for incident management. Assigns additional units and personnel to incidents as appropriate.
  • Participates in the development and implementation of goals, objectives, and policies for fire suppression, prevention, emergency medical services, and training functions. Identifies resource needs; recommends and implements policies and procedures.
  • Prepares and presents staff reports and other necessary correspondence and reviews all reports prepared by subordinate personnel. Provides staff assistance.  Reviews program and project completion with assigned personnel. Inspects equipment and stations regularly to ensure that maintenance and repair of all assigned equipment is completed. Ensures appropriate levels of supplies and materials are maintained.
  • Supervises first aid and emergency medical care to injured/ill persons consistent with established medical protocols and standard operating procedures.
  • Reviews and critiques calls for ways to improve services and responses.  Makes recommendations for ways to improve department readiness and response.
  • Schedules, tracks, and oversees coordination of fire and emergency medical services training for shift personnel.
  • Participates in a variety of fire suppression and prevention activities and programs including assisting with conduction inspections and investigations. Leads/directs fire personnel in fire suppression functions including rescue deploying and operating hose, ventilating roofs, performing salvage work after fires, and other related tasks associated with fire suppression.
  • Interacts with the EMS Operations Officer to ensure completion of medical certification, medical reporting, training and general preparedness for the staff.
  • Studies technical materials on equipment operation, fire suppression and fire prevention to improve or maintain an effective level of performance. 
  • Performs related duties such as physical training, studying maps to learn the location of the streets and roads in the jurisdiction. 
  • Performs as a responsible steward of the public trust and strive for excellence in public
  • Acts in a civil, respectful manner at all times to management, co-workers and others.
  • Oversees officers to establish administrative assistance and responsibility at an Operational level. Ensures that all policies and procedures are followed as directed by the Chief.

 OTHER JOB FUNCTIONS: 

  •  Participates and may be directed to conduct fire training classes and drills; conducts station tours, perform other duties as directed by the Chief.
  • Establishes and revises policies and procedures addressing Fire/EMS Operations.
  • Assists in Management and Control of all incidents at a command level.
  • Manages the department in the Chief's absence.
  • Attends City Council meetings in the Chief's absence.
  • Performs other duties that may be assigned.

 

Typical Qualifications

REQUIRED EXPERIENCE, EDUCATION, TRAINING, LICENSES & CERTIFICATIONS:

  • Bachelor's degree in a related field.
  • Eight (8) years of Fire/EMS operations experience, of which at least four (4) years must be in incident command and personnel management
  • Fire Certifications:
    • TCFP Advanced Firefighter Certification.
    • TCFP Fire Officer II
    • TCFP Instructor I (Level II must be obtained within 1 year of hire date).
  • EMS Certification – TDSHS Paramedic.
  • Texas Class C driver's license.

 PREFERRED EXPERIENCE, EDUCATION, TRAINING, LICENSES & CERTIFICATIONS:

  • Experience in Fire Prevention: inspections, investigations, and plan review; Administration: Logistics and Human Resources.
  • Fire Certifications:
    • Master Firefighter
    • Incident Safety Officer
    • Fire Officer IV
    • Hazmat Technician
    • Driver Engineer

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

  • Skill in directing fire department personnel on scene.
  • Mastery of Incident Command Practices.
  • Knowledge of computers and related equipment, hardware and software
  • Ability to effectively supervise people through leading, delegation and training.
  • Ability to create and comprehend both written and oral instructions. 
  • Must be able to take effective action in emergency situations and exhibit emotional stability and courage to perform hazardous fire fighting duties under stress.  
  • Must be able to maintain physical endurance and agility. 
  • Must have knowledge of modern FIRE/EMS techniques, capabilities of various kinds of equipment and ability to use same.
  • Must be able to understand and apply knowledge of laws and ordinances pertaining to fire prevention and fire suppression
  • Must be skilled in developing and implementing fire department policies, procedures and objectives.   
  • Must be able to understand and apply knowledge of training and drilling practices, including training and development of departmental personnel. 
  • Ability to prepare reports, inspection forms and other forms as required.  
  • Ability to effectively interact with all levels of co-workers, management staff, citizens and the public. 
  • Ability to work overtime as needed. 
  • Ability to maintain an acceptable attendance history and to report to duty on time. 
  • Ability to pass a pre-employment drug screening test, physical and criminal background check.

 

Supplemental Information

 

Extensive knowledge of fire suppression, emergency medical services, rescue, the behaviors and chemistry of fire and hazardous materials. Be proficient in physiology, anatomy, and treatment of the human body, protocol, and laws and legal responsibilities affecting emergency medical care. Be proficient in math, reading and comprehension. Able to solve complex problems. Must be able to work under stress, exhibit emotional stability and courage to perform hazardous operational duties; to be able to work in adverse environmental and hazardous conditions. Must be able to follow directions. Be able to effectively read directional signage, hand written and type written text. Must have visual acuity and peripheral vision; color vision adequate to identify red, green and yellow colors, color coded markings, and warning signs; must be able to perform strenuous physical activity, to include exerting up to 100 lbs. of pressure, lifting up to 150lbs. and possess strength and endurance; able to wear heavy protective equipment to include respirators, bunker gear and rescue equipment; must possess the ability to crawl, bend, kneel and climb; must be able to work indoors, outdoors, underground, in trenches, on ladders, on level, slippery, sloping, unstable and muddy terrain, and under constant noisy conditions; must be able to maintain a 40 hour work schedule with additional hours as required with or without notice.
