POSITION DESCRIPTION:
The Director of the Commissioners Court Analyst's Office reports directly to Harris County Commissioners Court.  The Director will lead the creation and management of the Commissioners Court Analyst's Office, a new department established by Harris County Commissioners Court. 

Duties and Responsibilities:
  • Proposes initial staffing structure, strategic plan, and budget for the Commissioners Court Analyst's Office (as well as any subsequent changes to the staffing structure, strategic plan, and budget), to be approved by Harris County Commissioners Court.
  • Manages the Commissioners Court Analyst's Office staff.
  • Oversees and directs the functions of the Commissioners Court Analyst's Office, including the needed research, program review, data aggregation/analysis, policy analysis, and strategic planning functions in the County at the request of Commissioners Court.   
  • Provides timely and accurate reports related to the efficiency and effectiveness of various County operations, to include fiscal and policy analysis in support of strategic planning, decision making, and other requests of Commissioners Court.
  • Studies a wide variety of best practices that relate to the broad range of policy and program areas that impact the County, and make timely recommendations to Commissioners Court.
  • Provides updates to Commissioners Court as related to departmental activities, data, goals, objectives, and quality improvement when requested by members of Commissioners Court. 
  • Performs other duties as assigned.

REQUIREMENTS:
  • Bachelor's Degree from an accredited institution in Public Policy, Public Administration, Public Affairs, Political Science, Economics, Research Science, Business Administration, Finance, or related field, and
  • Minimum of ten (10) years full-time paid professional experience in budget development, policy analysis, and/or strategic planning experience, with a delineated progression in job responsibilities, decision-making, and leadership.
  • Demonstrated management experience, including direct supervision with the authority to hire, promote, and terminate personnel.
  • Direct and significant experience with gathering and analyzing data, analyzing policies, and producing reports to assist governmental bodies in making decisions.
  • Demonstrated work experience in process analysis and improvement.
