Controller

 

Summary: Under basic supervision, assists in the planning, organization and administration of the financial activities of the City, includes financial and managerial accounting, budget preparations and controls, cash management and banking relations, debt management, fixed asset management, financial reports and information and other financial activities, services, as may be assigned.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Provides administrative direction and coordination for the financial activities of the City including finance and budgetary controls, accounting, payroll and treasury and debt management in the absence of the Director of Finance.   
  • Recommends financial policies and drafts written procedures for the City as it relates to the areas enumerated in item 1.
  • Monitors and advises the Director of Finance of financial activities to ensure compliance with City policies and procedures, statutory requirements, charter requirements and bond covenant requirements.
  • Monitors the financial condition for the City.
  • Provides oversight for department functions and coordinates activities to help meet department goals and objectives.
  • Recommends and develops appropriate methods for implementation of new financial programs and services.  Coordinates these financial programs and services with appropriate department or division directors. Conducts training and supervises departmental staff. 
  • Coordinates, prepares and implements special purpose reports and projects as assigned by Director of Finance.
  • Prepares special reports and monthly financial reports by major fund and other special purpose reports as assigned by Director of Finance.
  • Supervises activities related to the City's annual financial audit and preparation of the Comprehensive Annual Financial Report and the Popular Annual Financial Report.
  • Assists with the design, composition and publication of the Comprehensive Annual Financial Report.
  • Responsible for the completion of monthly financial closings; records financial data and makes journal entries as needed.
  • Assist with administration of City's investment and debt management program.
  • Performs a wide variety of responsible management duties including direct supervision of 6 staff members.
  • Implements goals, objectives, policies and procedures as established by the Director of Finance.
  • Reviews financial impact of agenda items submitted by department directors and conducts necessary follow-up activities.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

 

Minimum Qualifications:

Education, Training and Experience Guidelines:  Bachelor's Degree in Accounting or closely related field with a major in Accounting or other related area with extensive accounting coursework required.  Preference will be given to candidates with relevant education beyond a bachelor's degree. Five years' of progressively responsible accounting and/or financial management experience; with at least three (3) years in municipal government or fund accounting in a public sector required. Two (2) to three (3) years in a supervisory capacity. 

Knowledge of:

  • Extensive knowledge of the principles, practices, and techniques of business and financial administration in a municipal setting including a strong understanding of GAAP, according to applicable GASB & FASB standards and fund accounting principles.
  • Large ERP systems, and standard and specialized software applications.
  • Techniques and practices for efficient and cost effective management of resources including budget, purchase orders and position control.
  • General ledger and account reconciliation standards.
  • Knowledge of public sector borrowing and debt service practices.
  • Experience in the development and implementation of financial policies and procedures
  • Effective writing skills.
  • Strong management skills.

Skill in:

  • Interpreting and applying financial plans, accounting standards and procedures, applicable Federal and state rules and regulations.
  • Analyzing financial issues, evaluating alternatives, and developing recommendations and strategies.
  • Analyzing City needs, and prioritizing and promoting financial strategies to meet future needs.
  • Monitoring and interpreting financial documents, and assuring compliance with all regulatory requirements governing municipal financial activities.
  • Using initiative, independent judgment, tact, and prudence within established procedural guidelines.
  • Evaluating workflow, and assessing and prioritizing multiple tasks, projects and demands.
  • Managing and leading staff, and delegating tasks and authority.
  • Establishing and maintaining cooperative working relationships with City employees, elected officials, and representatives from other local, state and Federal agencies.

License and certification requirements: A valid Texas State Driver's License is required.    Certified Public Accountant (CPA) certificate preferred.

Physical demands and working environment: Work is performed in a standard office environment.
