Chesapeake, VA (population 245,000) Chesapeake is a strategically located, growing independent City in the Commonwealth of Virginia that is proud of its past and excited about its future.  Chesapeake is a family oriented community known for its excellent schools and its historically and geographically distinct areas.  The City has 352 square miles of urban areas, suburban areas and thousands of acres of protected farmland, forests and wetlands.  The City is a AAA rated community reflecting its commitment to fiscal responsibility and careful planning.  Chesapeake is seeking highly collaborative leaders ideally with experience in leading and managing large, complex local government operations as candidates for its next City Manager. 

  • Chesapeake is an integral part of the Hampton Roads Region, often serving as a leader in partnerships in transportation, economic development and in bringing broadband service to the area.  Chesapeake is steadily growing at 1-2% each year and has considerable developable land area.  Dollar Tree has established its International Headquarters in Chesapeake and is an anchor in the Summit Pointe development, ultimately bringing 2300 employees to the headquarters. Overall the City has experienced $1.9 billion in capital investment and the addition of 13,000 new jobs in the last ten years.
  • Chesapeake is governed by the Council Manager form of government.  The City Manager is appointed by the Mayor and an eight member City Council.  The Mayor and City Council also appoint the City Attorney, City Clerk, City Auditor and City Assessor.  The City Manager is responsible for the appointment of all department heads and the development and administration of the $1.1 billion annual budget of which approximately one half is the school budget.  Chesapeake is a full service City with approximately 3500 full time employees.
  • Chesapeake is embarking on its comprehensive planning process later this year.  This is an inclusive process that will continue Chesapeake’s path toward well planned growth and balancing the City’s rural agricultural heritage with its goal of being a City where people can live, work and raise their families.

Candidates must have a bachelor’s degree in public policy, planning, business administration or related field. Candidates are expected to have master’s degree in public administration or business administration or related field along with ten years increasingly responsible executive level experience preferably in leading large, complex local government operations.  A combination of experience and education may be substituted for a master’s degree. Candidates must be highly collaborative, problem solving leaders with a communicative, team-oriented management style.  Starting salary is $250,000 +/- DOQ.  Residency in the City of Chesapeake is very strongly desired.
