Civil Engineer Associate

Summary: Under basic supervision, reviews plans, designs and manages infrastructure projects for the Public Works Department (PWD); coordinates projects with other PWD operations to facilitate technical issues; assures compliance to state and federal regulations and City policies, procedures and goals.

Essential duties and responsibilities may include, but are not limited to the following:

  • Reviews plans, designs and manages municipal infrastructure projects, including water, sewer, streets, drainage, pavements and floodplain management components; writes technical  and analytical reports and makes technical estimates of a specialized nature.
  • Assists with resolving floodplain issues; reviews building plans within the flood-zone and assists homeowners with insurance and construction regulations; explains flood hazards, rules, regulations and permitting process; prepare elevation certificates and letters of map change.
  • Maintains records and generates reports for compliance with federal disaster management programs, including National Flood Insurance Program (NFIP) and Community Rating System (CRS); maintains floodplain management maps and Federal Emergency Management Agency's (FEMA) maps.
  • Reviews building plans for compliance with City standards and ordinances.
  • Supports the divisional operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: Bachelor's Degree in Civil Engineering is required.

Knowledge of:

  • Fundamentals of civil engineering, mathematics and physics.

Skill in:

  • Analyzing issues, evaluating alternatives and making logical recommendations based on findings.
  • Interpreting and applying engineering standards and procedures, federal and state rules and regulations, City policies and procedures.
  • Analyzing and evaluating technical engineering data and construction documentation.
  • Checking designs, details, estimates, plans and specifications of engineering projects.
  • Interpreting technical instructions and analyzing complex variables.
  • Reviewing and verifying mathematical calculations.
  • Establishing and maintaining  cooperative working relationships with City employees, officials and representatives from other local, state and federal agencies.
  • Operating a personal computer utilizing a variety of business software.
  • Communicating effectively verbally and in writing.

License and certification requirements: A valid Texas State Driver's license is required.

Physical demands and working environment:  Work is performed in a standard office environment.
