POSITION DESCRIPTION

 

POSITION TITLE:  Code Official                                   DEPARTMENT:  CODE

           

 

POSITION CODE:  30-750                                             FLSA STATUS:  Exempt

 

 

POSITION REPORTS TO: Assistant City Manager         UNION ELIGIBLE:  No

 

 

POSITIONS SUPERVISED: Property Inspectors, Building/Mechanical/Electrical Inspectors, Development Services Coordinator; Code Assistant

 

 

BLS COMPARABLE: 51-1011, First-line Supervisors of Production/Operating Workers           

Leadership:  Supervise/manage/direct the selection, training, development, appraisal, and work assignments of personnel.     

CONDITIONS OF EMPLOYMENT:

POSITION PURPOSE: Position is responsible for management and supervision of the day-to- day operation of the Code Department.  Position ensures public health, safety and welfare through timely, efficient, and precise inspection of property, buildings, plans and construction projects by providing appropriate motivation and oversight, training, tools and equipment to employees.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Oversee operations of the Building Inspection Division and Property Inspection Division of the Code Department to include developing long term plans and ensure the efficiency of operating processes.
  • Supervise, direct and evaluate assigned staff using positive, effective supervisory methods. Recommend or implement personnel actions such as employee selection, evaluation, rewards or disciplinary actions.
  • Develop professional standards for assigned staff.  Ensure adequate training and professional development through cross training of employees, to include training on safety policies and procedures.
  • Maintain customer service standards, ensure timely assistance and accuracy of information, receives complaints and resolves difficult situations with customers.
  • Serve as liasion to community groups, advocating community wide clean-up and neighborhood enhancement programs.
  • Prepare materials and make presentations to City Commission, civic clubs and community groups.
  • Examine records, reports, and documents in order to establish facts and detect discrepancies. Monitor progress of property violation offenders to ensure remedy of issues in compliance with consitutional requirements.
  • Collect, identify, evaluate and preserve case evidence.  Testify in municipal court or administrative hearings as needed.
  • Prepare, compile, and submit reports on work activities, operations, and production.
  • Reviews and recommends updates on the sections of the Municipal Code that relate to Code Enforcement. 
  • Investigate alleged license or permit violations.
  • Oversee data entry of inspection results and writing of related correspondence and the issuance of permits for construction, relocation, demolition and occupancy.
  • Act as a source of information for the public regarding ordinances, zoning, statutes, codes, and City of Enid policies.
  • Keep abreast of new developments in Building Inspection, Property Inspection, and Code enforcement practices.
  • Provide assistance to other departments as needed.

  • The Property Inspection and Building Inspection divisions of the Code Department run smoothly and efficiently.

  • Daily logs, records, and reports are well maintained, organized, accurate, and easily located.

  • Effective working relations exist with City personnel.
  • New employees are well trained and assisted. Management is appropriately informed.

  • Assistance and support are provided to other departments as needed.
  • The City’s professional reputation is maintained.

QUALIFICATIONS

 

EDUCATION/EXPERIENCE:                  Associate’s Degree (A.A.) or equivalent two-year college or technical school; or two years related experience and/or training; or equivalent combination of education and experience. Three to five years supervisory experience required.

                                                                       

CERTIFICATES/LICENSES:                  Complete certified training administered by the Oklahoma Code Enforcement Association within one year. Residential and/or Commercial Inspector International Code Council (ICC) certification preferred.

 

 

REQUIRED KNOWLEDGE:                    Administration & Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

 

                                                            Customer & Personal Service — Knowledge of principles & processes for providing customer & personal services.

 

                                                            Computers — Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include record tracking applications, word processing, etc.

 

SKILLS/ABILITIES:

Handle multiple tasks simultaneously.

                                                            Accurate and attentive to detail.

Excellent communications and public relations abilities.

Ability to assist and support others.

Able to operate telephone, PC, copier, and other basic business machines.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

 

FINGER DEXTERITY:                      Manual dexterity sufficient work with the fingers.

 

VISUAL ABILITIES:                          Normal vision, with or without corrective lenses.

 

PHYSICAL STRENGTH:                   Exerts up to 25 lbs. of force occasionally. Light physical activity performing non-strenuous daily activities of an administrative nature.  Frequent walking, standing, and occasional climbing or balancing. 

 

LANGUAGE/COMPREHENSION:     Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations.  Ability to write information and respond to questions from groups of managers, clients, customers, and the general public. 

 

REASONING ABILITY:                     Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

 

MATHEMATICS ABILITY:                 Ability to calculate figures and amounts such as proportions and percentages. Ability to apply concepts of basic algebra and geometry.

WORK SCHEDULE/HOURS:      Regular –8 hour shift, typically 8:00 a.m. to 5:00 p.m., Monday - Friday. Additional after hours work as required.

 

Other–Variable lunch period and breaks in coordination with other office personnel.

WORK CONDITIONS:                Office and outdoors; frequently in an enclosed vehicle protected from extreme weather conditions.

 

Noise level:                              Moderate to Loud noise (examples:  business office with computers and printers, light traffic).  Hearing protection as required.

 

Other work conditions:             Frequent exposure to varying weather conditions for brief periods of time.

Additional coursework towards Bachelor’s Degree in related field
