Description

PRIMARY DUTY:

Manages, develops, implements, coordinates, and maintains the City’s Emergency Management Program, which includes emergency operations plan development, training, preparation, response, and recovery from any emergency or disaster that affects the city. Ensures readiness and proper operation of the Emergency Operations Center. Coordinates emergency management and operational activities with those of other divisions and outside agencies and organizations.

Evaluates, updates, and develops emergency operations plans, coordinates resources and acts as a liaison with various divisions, departments and City or County officials, and discusses issues related to emergency preparedness, response, recovery and mitigation.

H

Ensures the proper implementation and management of emergency operations plans for various emergency situations.

S

Represents the City in regional, statewide and national committees, boards, commissions, roundtables, forms and hearings to develop emergency plans and agreements and negotiate and secure support and funding.

M

Develops and conducts emergency drills, tabletop exercises, functional and full scale exercises with multiple departments, regional, city and county agencies, community partners, private sector, state and federal agencies to prepare for emergencies and disasters.

Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned emergency response programs, service delivery methods and procedures; and works with employees on the continuous improvement of services to citizens.

Ensures readiness and proper operations of the Emergency Operations Center or specified location. Functions within and/or oversees the Emergency Operations Center or specified location during emergency and non-emergency incidents including but not limited to major weather monitoring, emergencies, disasters, training exercises and special events.

Maintain and operate the emergency communication systems present within the City to include, but not limited to, Everbridge Alert System and the outdoor siren system, as well as improve community warning tools and notifications

Provides technical assistance and advice to various City departments in planning for emergency and disaster situations.

Must be able to work outside of regular business hours as required.

Prepares and presents public awareness programs to civic groups, medical facilities, schools, and other organizations.

SUPERVISORY RESPONSIBILITIES:

This position has no supervisory responsibility.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to apply for and manage grant funds and projects in accordance with federal laws and regulations.
  • Ability to exhibit emotional stability and courage to perform under stress and make decisions in emergency situations.
  • Ability to apply principles of rational and influence systems, utilize principles of conceptualization, and to exercise sound judgment in the interest of regulatory compliance and public safety.
  • Ability to plan, organize, coordinate, manage, control and evaluate the performance of personnel in both routine and emergency situations.
  • Manage the emergency management agenda, programs, grants, and contracts.
  • Strong written, verbal and interpersonal communication skills with demonstrated ability to effectively communicate to and with diverse range of stakeholders.
  • Knowledge of laws and regulations governing emergency management.
  • Knowledge of National Response Framework
  • Knowledge of the Incident Command System (ICS)
  • Knowledge of basic meteorology and storm spotting techniques
  • Knowledge of the National Incident Management System (NIMS)

    EDUCATION AND EXPERIENCE:

    Required:   

  •     Three (3) years of experience in Emergency Management, training and exercise design and implementation.
  •     Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities to perform work required may be considered.

    Preferred:

  •     Bachelor's degree in Emergency Management, Public Administration or closely related field.

    CERTIFICATES AND LICENSES REQUIRED:

  • Valid Texas Class “C” Driver’s License with a good driving record.
  • Certified Emergency Manager (CEM) preferred.
  • EMI Master Exercise Practitioner preferred
  • IS 100, 200, 300, 400, 700, and 800 within 1 year of hire.
