JOB SUMMARY

Under general administrative direction, assumes responsibility for the management, strategy and execution of all information technology for the City of Bedford; supervises and coordinates all data networks including the development and implementation of strategic and operational plans and budget management; building and maintaining network infrastructures, administering hardware and software infrastructure for the City, providing Internet access, installing and implementing email systems, overseeing security to systems; coordinating and implementing support systems for various City departments; researches, designs and recommends future technology solutions; ensures work quality and adherence to established policies and procedures; provides service support and interaction with other City departments; and performs related duties as assigned.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Leads, plans, coordinates, directs, and designs all activities of the IT department; as well as provides direction and support for IT solutions that enhance mission-critical operations. Works closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization.  Attains all IT service level agreements for the user community within the organization. 
  2. Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provisions.
  3. Ensures that the network will be kept updated technologically and physically to handle future needs. 
  4. Maintains an advanced level of technical expertise on all approved software packages, Microsoft Active Directory, network (including wireless) and server administration.
  5. Supervises the installation and configuration of software on new and existing computers and assists employees with troubleshooting hardware and software problems including technical, procedural and operational problems. 
  6. Plans and implements departmental technology plans. Evaluates and selects standardized software that will be supported by Information Technology, including cost analysis of approved microcomputer software. 
  7. Oversees and performs routine maintenance of the various systems, which includes backup of all City servers, installation of new software releases. Maintains files relating to hardware and software including manuals, licenses, and procedures. 
  8. Maintains PC's and various other peripheral equipment, such as staff and public printers, diagnoses and troubleshoots software and hardware problems in the networked environment. Diagnoses and solves problems regarding PC viruses.
  9. Provides after hours on-call assistance per established IT department after hours support policy.
  10. May perform other assignments or handle special problems as required. 

 

SUPERVISORY RESPONSIBILITIES 
Directly supervises three full-time Information Technology employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include preparing payroll for I.T., training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. 
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 
  • Ability to write speeches and articles for publication that conform to prescribed style and format. 
  • Ability to effectively present information to top management, public groups, and/or board of directors.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Must have ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Demonstrated ability to develop and maintain effective working relationships with other employees, vendors outside agencies and the public.
  • Demonstrated advanced ability in troubleshooting problems in Windows XP Pro and Windows 7 Workstations. 
  • Demonstrated advanced ability to administer Microsoft Active Directory, demonstrated advanced skills in using Windows XP Pro, Windows 7, Microsoft Server 2003, Microsoft Server 2008 R2, Microsoft Exchange 2007.
  • Must have working knowledge of TCP/IP, DNS, Ethernet topology and routing equipment/software.
  • Ability to support various tablet PCs and smart phones. Experience with multimedia is highly desired.

 

MINIMUM JOB REQUIREMENTS

Bachelor's Degree from a four-year college or university preferably in Computer Science or a related field, with 3 years of demonstrated software training experience using Microsoft software.  Minimum of 5 years' experience with microcomputer hardware support, or a combination of education and experience.  Minimum of 3 years supervisory experience preferred.

OTHER REQUIREMENTS

Valid Texas Driver's License.
Desired:  TLETS Operator Certification,
