Description

Civil / Traffic Engineer (Official Job Title: Technical Specialist I, II, or III):  This is professional and technical work related to engineering support for engineering projects, including traffic, transportation, Maintenance of Traffic (MOT) review, stormwater, roadway design and maintenance, safety, American with Disabilities Act (ADA), general project management and other technical projects as assigned.

Note:   Responsibility/Level of Position will be determined based on qualifications/ competencies of selected candidate.

Pavement Management

  • Manages new infrastructure projects within the County.  May include roadway segments, sidewalks, guardrails, handrails, streetlights, traffic signals, ADA crossings, and any apparatus in the right-of-way.
  • Assists engineer with cost estimating for projects.
  • Researches transportation related issues.
  • Other analysis and data collection for rights-of-way as requested.

Transportation

  • Represent Transportation at the Traffic Advisory Council and the Community Traffic Safety Team (CTST) monthly meetings.  Reviews and approves council agenda.
  • Interacts with the public and BCC to address complaints, concerns and questions as needed.
  • Leads and manages the review of construction plans of projects impacting transportation operations or traffic control devices referred by Land Development Services and Capital Management System.
  • Leads and manages the preparation and reporting of miscellaneous inquires and traffic studies (Sight Distance Investigations).

Maintenance of Traffic (MOT) Plans

  • Designs and reviews MOTs for all road projects.
  • Reviews MOTs for road closure approval.
  • Assists engineer in design of MOTs for road closures and public events.

Other Functions

  • Prepares reports including: road inventory, GASB 34, and various State reports.
  • Helps engineers with projects related to the road inventory and asset management.
  • Investigates customer concerns/inquiries; meets with citizens to define and resolve issues.
  • Trains, works with, and supervises interns.

Minimum Qualifications:  A valid Driver’s License and

  • Tier 1:  A Bachelor’s Degree from an accredited college or university in Civil, Traffic, Transportation or related Engineering discipline. A valid Driver’s License is required.
  • Tier 2:  A Bachelor’s Degree from an accredited college or university Civil, Traffic, Transportation or related Engineering discipline and three (3) years of related engineering experience.  A Master’s Degree in a related Engineering discipline may substitute for one year of experience.  Possession of a valid Engineer in Training (EIT) certificate required. 
  • Tier 3: A Bachelor’s Degree from an accredited college or university in Civil, Traffic, Transportation or related Engineering discipline and five (5) years of related engineering experience.  A Master’s Degree in a related Engineering discipline may substitute for one year of experience.  Florida P.E. license required.

Hiring Range:  The hiring range does not reflect the maximum of the paygrade.  Our hiring range is the minimum to the midpoint.  In some cases, salary is negotiable based on qualifications.

           Tier         Hiring Range

I           $46,118 - $56,368

II          $50,657 - $65,890

III         $58,118 - $75,807

Preferred Qualifications:

  • Experience in traffic or transportation related engineering
  • Advanced Maintenance of Traffic (MOT) certification
  • Asset management software
  • Professional Engineer (P.E.) Certificate from the State of Florida
  • Experience with Computer aided design systems

Job Based Competencies:  Microsoft Office Suite: MSWord, MSExcel, MSPowerPoint, and Outlook

Work Schedule:  This position has been deemed essential during manmade and natural emergencies.  May be required to work in the Emergency Operation Center (EOC) before and during an emergency activation. 

Physical Demands:  Must occasionally lift and/or move up 25 pounds.
