SALARY:              $99,385--$123,5281, Annually,  (DOE&Q)
OPENING DATE: 06/14/2019

JOB SUMMARY: To plan, organize and direct the activities of the Finance Department including accounting, budget, purchasing, cash management, and central cashiering functions; to supervise Department staff; to coordinate activities with other departments and to provide highly complex staff assistance to the City Manager, Assistant City Manager(s), and City Council.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES – Essential and other important duties and responsibilities may include, but are not limited to, the following:
 
Oversee staff responsible for various financial functions, as assigned, including purchasing, budget, accounting and investments.

Provide oversight to critical processes to ensure compliance with City policies and procedures, along with applicable laws and regulations.

Directs the preparation of financial documents including but not limited to, annual budget, capital improvement plan, bond documents, continuing disclosure and annual financial reports.

Coordinate the annual independent audit of the City's financial records as required by law.  Direct the preparation of the annual Comprehensive Annual Financial Report.

Directs the management and reporting of the investment portfolio to insure that state law is adhered to and the investments are safe, liquid, and earning appropriate yield.

Hires, trains, develops, and appraises staff effectively.  Takes corrective action as necessary on a timely basis and in accordance with City policy.  Consults with Human Resources as appropriate.

Provide a resource for research and technical assistances as needed.  Make   recommendations based on best practices or peer city experiences.

Prepare agenda requests and presentations to City Council and various boards as needed.

Prepares and effectively delivers presentations relaying financial and economic information to the various audiences, including members of the public, elected boards and City Council.
 
Maintain mental capacity which allows the capabilities to:

  • exercise sound judgment and rational thinking under stressful circumstances
  • evaluate various options and alternatives and choose an appropriate and reasonable course of action
  • prepare complex policies and recommendations
  • effectively supervise personnel
  • operate effectively in an economically and culturally diverse
    environment.

Maintain physical condition which will allow the capability to perform the following:

  • running, walking, crawling, or standing for extended periods of time
  • climbing stairs or ladders
  • moving loads of approximately 25 - 50 lbs.

Maintain effective audio-visual discrimination and perception for:

  • making observations
  • reading and writing
  • operating necessary and assigned equipment
  • communicating with others.

OTHER IMPORTANT RESPONSIBILITIES AND DUTIES:
Manage analysis of revenue including taxes, fees and charges for services.  Communicate trends and analysis of performance to assist management with financial planning.  Make recommendations on fee and rate charges needed during the budget process.

Coordinates financial impact analysis on various situations, including annexation, industrial district contracts, collective bargaining proposals, debt insurance, rate studies, etc.;

Guides financial decisions by establishing, monitoring and enforcing policies and procedures.
 Protects assets by establishing, monitoring and enforcing internal controls.

Ensure compliance with federal, state, and local legal requirements by researching existing and new legislation.  Advises management of actions and potential risks
 
Work with Executive Team, Directors and City Council members and at all levels of staff, as needed, to accomplish goals and objectives.

Serves as an external office Board member of the Port Arthur Fireman’s Relief and Retirement Fund.
Keeps up to date on information and technology affecting functional area(s) to increase innovation and ensure compliance.

Perform related duties as assigned.

QUALIFICATIONS
Knowledge of:
Modern and highly complex principles and practices of financial administration, particularly in the areas of accounting, budgeting, and cash management.

Principles of personnel administration, supervision and training.

Modern office practices. procedures, methods, and equipment.

Laws regulating the financial administration of City government.

Budget preparation, program analyses, and revenue forecasting.

Applicable purchasing laws, rules, regulations, policies and procedures.

Advanced methods and practices of accounting and financial reporting.

Ability to:
Develop and install sound accounting and related financial systems and procedures.
Communicate effectively, both orally and in writing.

Prepare and analyze complex financial statements, reports, analyses, and correspondence.
Interpret applicable laws, rules, and regulations.

Select, supervise, train and evaluate professional, technical and clerical staff.

Maintain effective working relationships with members of the financial and business communities, staff, committee members, public officials, and the general public.

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way would be:

Experience:
Eight (8) years of increasingly responsible experience in accounting and financial work including significant administrative and personnel management responsibilities.  Experience in municipal finance is desirable.

Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business administration or related field. A Master's degree is desirable.

License or Certificate:
Possession of, or ability to obtain, an appropriate Texas driver's license.
Possession of a Certified Public Accountant (CPA) license from Texas State Board of Public Accountancy or Certified Government Finance Officer (CGFO) is desired.
