JOB SUMMARY
Plans, directs, coordinates, and manages the day to day operations and activities of the City's Parks and Recreation Department and Cemetery;  develops and administers the annual PARD budget, plans and coordinates park construction and capital improvement programs; participates in administering departmental policies and budgets; liaises with other City departments and outside agencies regarding park development projects; implementing the Parks, Recreation and Open Space Master Plan, participates in promoting the City's parks, recreation programs, and special events to the public; and supervises assigned personnel.

ESSENTIAL FUNCTIONS

  1. Directs the day-to-day operation, management and administration of the Parks and Recreation Department, and Cemetery.
  2. Plans and coordinates park design, development, construction, and capital improvement projects:
  • Liaises with the Finance, Purchasing, and Legal departments regarding the development of contracts and Requests for Proposals.
  • Performs contract management duties in relation to construction design projects.
  • Develops, implements, and administers departmental policies and procedures.
  • Develops annual and long-term goals and objectives for the Department.
  • Develops and administers the Department's annual budget; monitors and authorizes expenditures.
  • Obtains and administers funding for Parks and Recreation capital improvement projects.
  • Oversees and participates in the delivery of customer service to City departments and the general public.
  • Provides assistance in selection and procurement of parkland acquisition including the solicitation of state and federal grants for the procurement of parkland.

3. Hires, trains, supervises, and evaluates the performance of assigned personnel; provides staff guidance and direction; monitors and ensures City/departmental goals and objectives are effectively carried out.
4. Conducts a variety of general administrative duties:

  • Provides the City Council, City Manager, Assistant City Managers and other Departmental Directors with briefing reports, memoranda, correspondence, and project status reports.
  • Prepares written correspondence to vendors, landscape architects, engineers, and citizens.

5. Collaborates with other City departments, the San Marcos School District, Texas State University, Texas Parks and Wildlife, and other outside agencies regarding parkland acquisition and/or facilities planning and development.
6. Liaises with the Parks and Recreation Advisory Board, Cemetery Commission, Youth Baseball Board, Youth Soccer Association, Sights and Sounds of Christmas, and other local organizations to create and develop City parks, recreation facilities, and programs.
7. Works in conjunction with the San Marcos Chamber of Commerce and Convention/Visitors Bureau to promote community special events, parks, rental facilities, and athletic events.
8. Miscellaneous:

  • Oversees the implementation of the Parks, Recreation & Open Space Master Plan, Cemetery Master Plan, and Youth Master Plan.
  • Oversees the registration of local players and volunteers in the USA Softball program.
  • Delivers presentations to civic clubs, local businesses, and community groups regarding park projects and/or departmental programs.
  • Attends meetings, conferences, and/or seminars as assigned.

9. Demonstrate creativity and passion for innovation, develop and facilitate internal innovative solutions to achieve strategic organizational goals.
10.  Performs other duties as assigned.

 
Knowledge

  • Knowledge of Parks and Recreation program planning and services.
  • General legal liabilities and responsibilities for recreation staff.
  • Knowledge of effective communication practices.
  • Knowledge of effective leadership practices and principles.

MINIMUM REQUIREMENTS

  • Bachelor's Degree in Parks and Recreation Management, Business Administration, or related field is required.
  • 10 years of progressive administration experience with 5 years in a management role is required.
  • Must possess a valid Texas Driver's License with an acceptable driving record.

 

CORE COMPETENCIES

  • Must be able to interpret and apply local development codes, park ordinances, national park standards, playground standards, and sports rules; must have the ability to review/prepare departmental policies, budgets, project/program documents, correspondence, and administrative reports.
  • Effective verbal and written communication skills are required; must demonstrate effective negotiation skills; must be able to maintain positive working relationships with City officials and departments, outside agencies, community organizations, local businesses, and the general public.


PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 25 pounds occasionally.  Subject to handling, fine dexterity, vision, hearing and talking frequently; standing, sitting, walking, lifting, carrying, pushing/pulling, balancing and foot controls occasionally; reaching, kneeling, crouching, crawling, bending, twisting and climbing rarely.
 
Working conditions involve exposure to variable and/or extreme weather conditions, dangerous machinery, infectious diseases, and hazardous chemicals.
