GENERAL DESCRIPTION 

The essential function of the position with the organization is to manage the financial activities of the City.  This position is responsible for the custody, safekeeping, deposit, investment and disbursement of City monies; maintaining a general accounting system for the City government; and other powers and duties consistent with the City Charter as may be prescribed by ordinance or applicable law.  This position is under the supervision of the City Manager and the Asst. City Manager.  Experience with "Incode" software a plus.

PRIMARY DUTIES: This list represents the essential tasks performed by the position. Employees may be assigned additional duties by management as required. 
       

  • Plans and implements new operating procedures to improve efficiency and reduce costs.   
  • Directs cash forecasting activities. 
  • Administers annual budget and allocation, annual Work Comp, Health, Dental, Vision, Life insurance renewals, and certificates of insurance.
  • Manages and monitor Bond payments, budgets, and balances.
  • Directs receipt and disbursement of funds and acquisition and sale of other assets.    
  • Manages the risk of institution's investment portfolio.   
  • Directs safekeeping, control, and accounting of assets and securities.   
  • Analyzes financial and operating statements of city, makes reports and recommendations to City Manager in regard to financial policies and programs.
  • Directs the preparation of monthly and annual financial statements.   
  • Maintains and monitors the City's system of internal control.
  • Ensures that the City complies with all applicable laws and ordinances in all its financial transactions and accounting entries.
  • Provides resources and assistance to the independent auditors for the City's annual audit.
  • Directly supervises employees in the Finance Division; carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; interviews, hires, and trains employees; plans, assigns, and directs work; appraises performance; rewards and disciplines employees; and addresses complaints and resolves problems.
  • Manages recruitment of most qualified candidates, applications and hiring practices.
  • Manages Safety and Wellness Programs   
  • Performs other related duties as assigned.


EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION REQUIREMENTS: 

Requires a bachelor’s degree in accounting or finance. Certified Public Accountant preferred.

LICENSE, CERTIFICATIONS, AND REGISTRATIONS REQUIRED:

Must obtain a Certified Municipal City Treasurer standing within three years.  According to the City Charter, this position must be bonded.

EXPERIENCE REQUIREMENTS

Requires ten years of related experience.  Experience in preparing financial statements under GASB preferred.

Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating machines, tools, or office equipment.

The position is exposed to no unusual environmental hazards. May be exposed to bright/dim lights and dust or pollen.
