Design, implement, maintain and operate the critical Supervisory Control and Data Acquisition (SCADA) systems, electrical systems, plant power distribution, application software, peripherals, high-speed communication hardware and software, process control instrumentation, databases, computer network, telephone lines, video surveillance systems, integrated access control systems and Human Machine Interface (HMI) systems used for the operation of water production and wastewater treatment equipment.

 

 Principal Duties:
  1. Program, design, operate, and maintain computer equipment, software, and instrumentation to ensure efficient and reliable operation of water production and wastewater treatment systems.
  2. Install, program, calibrate and troubleshoot various electronic and instrumentation control hardware, including VFD's, level transmitters, flow meters, radios, power monitoring equipment and PLC's.
  3. Inspect, install, test, maintain, troubleshoot and repair low and medium voltage (24-2400 volt) electrical equipment, instrumentation and controls for all areas. Responsible for checking regulatory/code compliance (NEC, NEMA, local codes) of all electrical installations. Develop/review electrical and electronic system designs, plans, schematics, one line diagrams, and specifications.
  4. Design, prepare and test control software programs, system commands and utility procedures to provide automated completion of tasks as necessary, or as requested by users. Consult with users to arrive at practical methods of system controls, data input, data output, alarming and reporting as requested. Develop customized improvements to the SCADA system to meet new process control and data collection and information needs.
  5. Coordinate and carry out computer network support and determine proper use of technical advances along with maintenance of computers, peripherals, associated operating systems, and application software.
  6. Inspect, install, test, maintain, coordinate and troubleshoot communication mediums including; Fiber Optic, Cellular, Radio, Devicenet, Ethernet and Controlnet systems. Responsible for network security, software licensing, access to data on all servers and other items with internal departments as appropriate.
  7. Assess the need for and complete the repair, replacement, and upgrade of computer hardware, operating system software, and application software.  Administer new releases of system/application software and hardware.  Install, evaluate, and thoroughly test modifications prior to placement in service.
  8. Coordinate and complete maintenance of emergency generators and automatic transfer switches, to ensure seamless operations during any power outage.  Run an annual test for "SCADA-less" operations to simulate system outages and power outages.
  9. Assess the need for repair, replacement, or upgrade of SCADA hardware and operating system software, including memory, disk space, WAN connectivity, and processing speed.
  10. Train, learn from, supplement, compliment and project manage the work of the other members of the Power and Controls group when required.  Train users in compliance and system operations to optimize data input, output, and reporting.  Design, prepare, and test programs, system commands, and utility procedures as necessary and requested by users.
  11. Maintain documentation regarding hardware and operating system repairs/maintenance. Track all application modifications and requests.
  12. Participate in the development, review and implementation of new Plant Operations Capital Improvement Projects.
  13. Perform other related duties as assigned.

 

 Qualifications:
Required:  
Associate's degree and two (2) years of experience and/or technical training related to process industry; or an equivalent combination of education and experience. Excellent communication and interpersonal skills. Willingness and ability to perform on-call duties on a rotating basis. Knowledge and experience with Networked computer operating systems, database management using Microsoft SQL Server.
 
Preferred: 
Bachelor's degree in Computer Science, Engineering Technology or other related technology field. Knowledge of PC applications, Rockwell Logix Family Controllers and a working knowledge of PC hardware. Experience with writing/updating computer programs.
