Description Under general supervision, develops and maintains the best management practices and programs to achieve compliance with the Oklahoma Department of Environmental Quality (ODEQ) General Permit OKR04; supervises requirements of the ODEQ General Permit OKR05 and performs other environmental and stormwater code enforcement duties. Essential Job Functions: •Develops and maintains the best management practices and program goals for the City and citizens of Broken Arrow to achieve compliance with the ODEQ General Permit OKR04. •Develops and maintains the best management practices to achieve compliance with the ODEQ General Permit OKR05. •Prepares and maintains the Stormwater Management Program (SWMP) for the City of Broken Arrow to meet OKR04 requirements. Makes revisions, reports to ODEQ, evaluates effectiveness, and tracks measurable goals as necessary. •Organizes and maintains filing systems and documentation for program management of the OKR04 and OKR05 General Permits. Prepares annual reports. •Assists with preparation of stormwater quality related construction standards and standard operations procedures. •Oversees and participates in various targeted public outreach and education programs and events associated with the City of Broken Arrow ODEQ OKR04 general stormwater permit. •Oversees and performs illicit discharge detection and elimination program requirements. •Assists the Stormwater Compliance Inspector with issues related to construction stormwater regulations including compliance with drainage plans and specifications and notices of violations on construction erosion and siltation controls. •Oversees and performs Post Construction Management program requirements including low impact development promotion, structural and non-structural best management practices promotion and ongoing maintenance requirements. •Oversees pollution prevention and good housekeeping requirements, Assists with employee training on stormwater quality issues. Works with other departments on implementation of stormwater best management practices or stormwater quality improvements. •Oversees program requirements for the OKR04 7th Minimum Control Measure related to City oversight of erosion and siltation stormwater management on city controlled construction sites in lieu of ODEQ OKR10 requirements. •Reviews development and construction plans for compliance with erosion and sediment control measures and other stormwater and environmental requirements. •Provides technical assistance to and educates design consultants, municipal staff, builders, developers, contractors, and stormwater infrastructure owners as necessary on stormwater best management practices to meet design, construction, and post-construction requirements and codes. •Responds to and resolves inquiries and complaints from citizens regarding drainage issues and environmental concerns. •Prepares maps, drawings, sketches, notes, or technical analysis for written or oral presentations. •Reads and reviews various codes, journals, technical manuals, reports, legal documents, files, and other data necessary to obtain information for specific projects or overall program management. •Attends and participates in meetings of environmental committees or groups. •Works with other City department staff, municipalities, or government agencies as necessary. •Assists the Stormwater Manager on violation notices, citations, or other stormwater code enforcement actions including documentation of violations and monitoring of changes to insure compliance. •Acts as a Stormwater Code Enforcement Officer for the City of Broken Arrow. •Performs other duties as assigned. Minimum Education and Experience: Requires an Associate's Degree or technical college degree in a course of study related to the occupational field, supplemented by one to two years of related experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Possession of or ability to readily obtain a valid Driver's License issued by the State of Oklahoma for the type of vehicle or equipment operated. Certification in Municipal Stormwater Management, Inspector or Professional in Erosion and Sediment Control, or Professional in Stormwater Quality is preferred.
