Assists with the coordination, planning, and implementation of the 24/7/365 Utility System Operations Center which includes the Electric Transmission and Distribution Operations and the Water Services Dispatch.  Responsible for compliance with the North American Electric Reliability Corporation (NERC) standards, including but not limited to, providing knowledge based analysis of electrical voltage regulation, protection requirements, conductor facilities loading, system limitations, load allocation, and safety conditions; assisting in the development and implementation of guidelines, processes and procedures related to the Utility System Operations Center and compliance; and supervising the Utility Operations staff.

 

 Principal Duties:
  1. Supervise staff to include interviewing, training, and counseling; assigning work schedules, duties, and projects; and monitoring and reviewing performance.
  2. Manage outage and restoration activities for the Water Services and Electric utilities.  Ensure the proper communications and notifications are made with regulatory bodies, City staff, and customers.
  3. Analyze and coordinate planned Electric Transmission and Distribution outages and switching operations, to include the monitoring, maintenance, and upgrades of the Electric SCADA and Outage Management System.
  4. Develop recommendations for responding to forced outages and system disturbances.  Provide post disturbance analysis and recommend proactive actions to identify trends affecting customer reliability.
  5. Monitor and evaluate system conditions, provide technical support to system planning functions, anticipate problems and implement strategies to avoid or react to system conditions.
  6. Coordinate the ongoing support of the operational performance, automation, and maintenance of mission critical applications and equipment to the diverse technologies used within the Utility System Operations Center.
  7. Provide electrical system corrections and modifications to automated mapping one-line diagram modeling and system configuration revisions.
  8. Assist in the design, development, and administration of training programs and systems to support effective power system operations and ensure compliance with NERC requirements.
  9. Assist the Superintendent in the management of regulatory strategy and policy coordination activities related to mandated compliance protocols, guides, and standards.
  10. Perform other duties as assigned, to include filling in for staff resources in special circumstances.

 

 Qualifications:
Required:    
High School Diploma or G.E.D., and two (2) years additional technical training related to area of assignment, and three (3) years of progressively responsible experience with an electric utility performing construction, maintenance, testing, and/or other electric utility functions that require knowledge of electrical transmission and distribution systems equipment, applications, design, and operation, including one (1) year supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Knowledge of software applications to include word processing, database, spreadsheets, work orders, and report writing. Ability to work rotating shifts including nights, holidays and weekends. Available for emergency response, to include the ability to provide a forty (40) minute response time. NERC Transmission Operator or Reliability Coordinator certification or the ability to attain certification within 12 months of hire; must maintain the certification for continued employment.

Preferred:  
Associate Degree or two year technical certificate; Ten (10) or more years of experience with an electric utility. Computer technology expertise in the following system applications: SCADA, OMS, GIS, IVR/AVR, telecommunications, security systems, and audio & video.
