GENERAL PURPOSE:  Under general direction, performs professional coordination support, planning, project management, and plan submittal oversight in the facilitation of the development process between city departments and reviewing agencies. The primary emphasis of this position is to coordinate development applications within the established process and assist internal and external customers through all aspects of the process, including consultations, guidance, status management, resubmittals, performance reporting, and customer service follow-up. May exercise direct supervision over assigned staff.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Develops cooperative professional relationships with developers, realtors, engineers, surveyors, contractors and all development services customers.
  • Serves as a facilitator to assist developers in moving projects through the various development review processes, gains consensus on complex development and permitting issues, and develops alternative solutions to unique development and permitting issues and procedural obstacles.
  • Oversees administrative support and coordinates case management services related to the development process, including but not limited to supervision of application intake and submittal distribution activities; implementation of customer service initiatives; and pre-development and pre-construction meeting administration.
  • Assists supervisors in multiple departments in monitoring, evaluating, and ensuring work quality, responsiveness, efficiency and effectiveness of administrative support and plan/plat review services, service delivery methods and procedures, and performance reporting.
  • Provides administrative support for and may supervise processes related to development and license agreements, subdivision plat coordination, plat performance and maintenance security, collection of inspection, roadway impact, stormwater connection, and parkland dedication in-leu of fees, warranty inspections, inspection scheduling, and plat recordation.
  • Drafts, finalizes and updates Standard Operating Procedures, Customer Bulletins, Code Interpretations, and establishment of standardized comments/deficiency letters.
  • Monitors development submittals, guides internal reviewers, and responds to customer inquiries regarding the status of projects.
  • May write reports and make presentations to boards and commissions.
  • May assist with special assignments/projects including, but not limited to, ADA Coordination, Floodplain Administration, CRS Program, etc.
  • Trains plan reviewers and front-line personnel.
  • Makes recommendations for continuous improvements.
  • Researches, interprets and explains local ordinances and state statutes.
  • Attends public hearings and meetings as assigned or required; may make presentations at community meetings, City University or other events.
  • Maintains records and files
  • Performs other duties and fulfills responsibilities as assigned or required.

 

MINIMUM QUALIFICATIONS:

 

Education and Experience:

Bachelor’s degree in Urban Planning, Geography, Business Administration, or related field, and three (3) years increasingly responsible experience in development services, planning, construction management, project management, or civil engineering, preferably in the public sector; OR an equivalent combination of education and experience.

 

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.

     

    Required Knowledge of:

  • Local government organization, operations, policies and procedures.
  • Principles and practices of community and land development, subdivision platting, zoning, housing and environmental stewardship.
  • Federal, State and local laws, rules and regulations pertaining to land development.
  • Principles of, and state laws associated with, digital record keeping and records management.

     

    Required Skill in:

  • Analyzing issues, evaluating alternatives, and making logical recommendations based on findings.
  • Analyzing processes and making recommendations for improvements; ability to implement those improvements.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Interpreting and applying Federal and state rules and regulations, City policies and procedures, and department standards and protocols.
  • Reading and interpreting plans, plats, site plans, maps and other related documents.
  • Collecting, tabulating, organizing, evaluating, analyzing and presenting data and information.

 

Physical Demands / Work Environment: 

  • Work is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) pounds.
  • Field work may be required outdoors in all weather conditions to observe site conditions and construction.
  • May be required to work immediately before, during or after an emergency or disaster.
  • NOTE:  This position is designated safety and/or security sensitive.

Starting minimum salary range is $54,976 - $66,971 per year based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
