GENERAL PURPOSE:  Under general supervision, performs professional engineering and project management work in the review of developer submittals and oversight of third-party consultants and associated contracts.

PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Performs engineering work related to the review, construction, investigation, development and design of projects primarily related to submissions for land development, construction improvements and building permits.
• Reviews plans and specifications submitted by developers to assure they are in conformance with City development codes and ordinances, state statutes, and federal laws; evaluates need for design changes and makes appropriate recommendations.
• Collaborates with developers, engineers, multiple departments and various agencies in completion of complex projects and assignments.
• Engages in research and preparation of engineering reports, and makes computations, time and material estimates.
• Observes projects during construction to assure work quality and that jobsites and work activities are in compliance with all laws, regulations, policies and safety standards; participates in decisions regarding necessary field changes and their documentation; confers with and advises inspectors.
• Monitors assigned projects, resolves discrepancies between field conditions and design plans, and recommends methods of resolving complex problems.
• Performs investigative and public relations work related to development engineering activities.
• Writes technical and analytical reports, and makes technical estimates of a specialized nature in connection with development projects.
• Presents reports to the Planning Commission, City Council and other relevant boards and commissions regarding plats and other development related submittals.
• Manages third party consultants as needed for development plan reviews.
• Responds to questions from citizens, applicants and agencies on development engineering projects and plans.
• Maintains records and files.
• Interprets and explains technical specifications, and Federal and state rules and regulations.
• Attends public hearings and meetings as assigned or required.
• May lead and/or assist with special assignments/projects, including but not limited to ADA Coordination, Floodplain Administration, CRS Program, etc.
• Performs other duties as assigned or required.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in Civil Engineering, and seven (7) years work experience in construction management, project management, and civil engineering projects, preferably in the public sector; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

• Must possess a valid Texas Driver’s License.
• Current license as a Professional Engineer (PE) by the Texas Board of Professional Engineers (TBPE) is required.

   

  Required Knowledge of:

• Local government organization, operations, policies and procedures.
• Fundamental principles, practices and techniques of civil engineering.
• Civil engineering mathematics including geometry and trigonometry.
• Civil engineering methods and practices for project planning, designs, technical plans, specifications, estimates, and reports.
• Principles of design, construction and maintenance of public works projects.
• Principles of hydraulics and hydrology.
• Federal, state and American Association of State Highway and Transportation Officials (AASHTO) standards, protocols, specifications and guidelines for public works construction.
• Manual on Uniform Traffic Control Devices (MUTCD) rules and regulations.

• Establishing and maintaining cooperative working relationships with coworkers, elected and appointed officials, representatives from other local, state and Federal agencies, businesses and the general public.
• Applied critical and analytical thinking to solve complex problems, develop recommendations, and effectively discuss with pertinent individuals or groups.
• Effective communication, both verbal and written: correct grammar, composition, spelling, punctuation and vocabulary.
• Operating a personal computer utilizing a variety of software.

   

  Physical Demands / Work Environment: 

• Work is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) pounds.
• Field work is performed outdoors in all weather conditions to observe site conditions and construction is required.
• May be required to work immediately before, during or after an emergency or disaster.
• NOTE:  This position is designated safety and/or security sensitive.

Starting minimum salary range is $72,230 - $90,287 per year based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
