SUMMARY OF POSITION
Under general direction, oversees forensics, property & evidence, and quartermaster activities; to include but not be limited to, updating policies and procedures, making purchasing and budgetary recommendations, supervising assigned staff and preparing reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages, supervises, and coordinates operations for all functions of Property & Evidence, Forensics' Unit, and the Quartermaster.  
  • Develops and implements long and short term strategic plans, goals, and objectives for the area of assignment: evaluates efficiency and effectiveness of programs, operations, procedures, and resource management; implements improvements in programs and operational procedures as needed.
  • Supervises, directs, and evaluates assigned staff.
  • Processes employee concerns and problems. Directs work, counsels, disciplines, and completes employee appraisals.
  • Conducts interviews and makes hiring recommendations.
  • Coordinates daily work activities: organizes, prioritizes, and assigns work; develops work schedules to ensure adequate coverage; conducts staff meetings; monitors status of work in progress and inspects completed work.
  • Consults with assigned staff, assists with complex/problem situations, and provides direction for resolutions.
  • Serves as liaison with various agencies and Other City department.
  • Coordinates and implements quality assurance activities.
  • Interprets, explains, and ensures compliance with all applicable laws, rules, regulations, standards, safety practices, policies, and procedures: initiates any actions necessary to correct deviations.
  • Develops, updates, and implements standard operating procedures.
  • Responds to questions or complaints related to operations, activities, or personnel.
  • Coordinates training activities for employees: selects and approves training activities; ensures adequate training of staff members.
  • Compiles and monitors administrative and/or statistical data pertaining to department operations: analyzes data and identifies problems and solutions.
  • Monitors inventory of equipment and supplies: ensures availability of adequate materials to conduct work activities; recommends equipment purchases; initiates orders for new/replacement items.
  • Perform duties of a building Captain for the Support Building.  These duties include evacuations, sheltering in place during storms and building system monitoring.
  • Drives to other City locations for meetings, etc. as needed.    
  • Other duties as assigned by the Chain of Command

 
OTHER JOB FUNCTIONS:

  • Assists in developing and implementing budget for the area of assignment: monitors expenditures to ensure compliance with approved budget.
  • Perform other duties as assigned or directed.

Required Qualifications

MINIMUM QUALIFICATIONS
A Bachelor's degree in Criminal Justice Administration or related field from an accredited college, and five (5) years previous experience and/or training that includes progressively responsible public safety, supervision, budget administration, and personal computer operations in Forensics, Property & Evidence, municipal or county law enforcement, or a combination of related experiences.
 
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.
 
CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver's License
  • Polygraph Exam

 
SELECTION PROCESS

The applicants who possess the potential to meet our needs will be invited for an interview. The selected candidate will be subject to a background investigation and drug screening.
 
Expected Duration- The current external job posting will remain on the McKinney Website for the duration indicated on the posting. Upon closing the process to fill the position will begin immediately and is expected to take approximately six weeks.
