Description | Salary: $25.83 - $37.17 per hour (DOQ). Work Period: 8:00 a.m. to 5:00 p.m., Monday through Friday (May be required to work special events, holidays and weekends) Education and Experience: Four-year degree from an accredited college or university in Urban Forestry, Forest Management or related field. Master’s degree preferred. A minimum of one year of forestry experience or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Previous experience in managing a community forestry program preferred. Licenses and Certifications: Must possess a valid Oklahoma driver’s license and satisfactory motor vehicle record. Ability to become a certified arborist by the International Society of Arboriculture within six (6) months of employment. Ability to obtain Oklahoma Pesticide Application License within six (6) months of employment. Knowledge: Extensive knowledge of community forestry, arboriculture and horticulture. Working knowledge of GIS systems, ArcView, databases, word and spreadsheet applications. Skills: Organizational skills to assist with details of planting programs and volunteer help. Developing and administering specifications, grants, cost estimates, contracts, press releases, and a variety of urban forestry projects. Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Ability to communicate clearly and concisely, both orally and in writing to other City departments and community groups and organizations to stimulate public awareness and interaction. Ability to establish effective working relations with the public, City departments, contractors, developers, local agencies, the media, and elected officials. Ability to lift and carry light (up to 25 lb.) supplies, materials, and equipment frequently. Ability to lift and carry moderately heavy (25-50 lb.) supplies, materials, and equipment occasionally. Work requires continued walking, stooping, standing, and some climbing. Additional Information: Selected applicant must pass a background investigation, physical examination and drug screen. DUTIES AND RESPONSIBILITIES: Administers urban forestry projects according to the community forestry plan and City Tree Ordinance. Fields inquiries from the public and responds to general questions regarding installation, health, and maintenance of trees in the urban forest. Monitors City-sponsored tree planting projects in order to replace trees and maintains inventory records as needed as part of Norman’s “Tree City USA” designation. Reviews commercial application landscape plans for compliance with established landscape ordinances and development plans for street tree improvement projects. Performs site inspections for release of landscape maintenance bonds. Assists the CDBG Division with tree-related projects in their designated areas and as a part of CDBG-Administered Neighborhood Improvement Projects. Educates City staff regarding tree removal, construction near trees and tree replacement activities. Coordinates rights-of-ways hazard tree removal via City maintenance division or contractor tree removal crews. Coordinates project design and purchase of trees and materials for planting projects. Provides information and staff services to Norman Tree Board. Monitors the health and status of the community forest and recommends work plan activities to address problems. Develops and maintains a park and street tree inventory/mapping in conjunction with the GIS Services Division of the Planning Department. Seeks additional funding from other sources including grants and sponsorships. Develops educational materials to publicize information regarding best Urban Forestry practices and Tree Board program activities. Prepares and reviews specifications, cost estimates, contracts on tree-related projects, correspondence, plans, studies, technical reports, and policies and procedures documents. Makes presentations to various groups, boards, and commissions. Prepares pertinent information relative to the forestry division budget. Consults with all City departments, utility companies and other organizations for better public relations regarding tree programs and information. Performs other related work as required. WORKING CONDITIONS: Works in an office environment; however, time is spent outside exposed to temperature extremes, dirt, dust, noise, etc. |
