JOB SUMMARY:  This position is responsible for supervising and coordinating department communications operations under the direction of a Police Lieutenant.

SALARY:   $45,580/yr to $56,975/yr DOQ

 MAJOR DUTIES:

  • Oversee the operations and services for the departments’ communications and dispatch functions, perform work tasks as directed, and assume full supervisory responsibility.  Manage assigned personnel by motivating and leading, correcting issues and resolving problems.
  • Maintain good order and a pleasant, productive work environment.
  • Maintain a good attendance record, rarely absent or tardy.
  • Provide recommendations on new equipment and upgrades and coordinate through the IT Department.  Work with the IT Department on ordering supplies, equipment and maintenance as needed
  • Ensure adequate staffing through effective scheduling and coordination and participate in the personnel selection process and schedule training as necessary.
  • Ensure notifications are made on major incidents and accurate and timely information is passed to oncoming shifts to ensure continuity. 
  • Develop consistency among shifts by ensuring policies, procedures and SOPs are followed at all times, while making recommendations for updates or changes on out of date or ineffective protocols. 
  • Dispatch appropriate units to emergency and non-emergency calls upon assessment of circumstances and acquiring information.
  • Maintain communications with personnel in the field, and send teletypes to assist, i.e., criminal histories, drivers’ license status, stolen vehicles, wanted persons, warrants.
  • Required to report for work punctually, work all scheduled hours, including shift work, weekends, holidays and required overtime as deemed necessary and be willing to work an assigned shift to meet the needs of the department. 
  • Works as the Division Terminal Agency Coordinator (TAC).

KNOWLEDGE REQUIRED BY THE POSITION 

  • Thorough knowledge of TCIC/NCIC operations and procedures.
  • Thorough knowledge of emergency dispatch procedures.
  • Considerable knowledge of City/regional geography.
  • Considerable knowledge of principles and procedures for utilizing data base information systems, CAD computer programs, and communications equipment.
  • Considerable knowledge of laws applicable to dispatch services performed.
  • Considerable knowledge of communications equipment operations and maintenance, and principles used in evaluating the performance of such.
  • Knowledge of principles of effective administration, to include planning, coordinating, supervising, and evaluating.
  • Demonstrate knowledge and application of Communications equipment, including but not limited to 911, phone and radio systems, Computer Aided Dispatch (CAD), Audio Recording Software, TDD, TLETS, Omnixx, Court system, cameras and DNA software.
  • Knowledge and/or experience in Emergency Medical Dispatch (EMD) a plus.
  • Skill to build and maintain a positive relationship with all City Staff members while acting in a civil, respectful manner at all times to management, co-workers and others.
  • Skill in both written and oral communications for effective expression of concepts and clarity in task assignment.
  • Ability to function under conditions of severe stress in circumstances that present life-threatening situations.
  • Ability to process multiple tasks/calls simultaneously when circumstances warrant.
  • Ability to operate general modern office equipment, to include teletype, keyboards and telephones.
  • Ability to manage effectively and demonstrate professional leadership.

SUPERVISORY CONTROLS: The Police Lieutenant assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results. 

GUIDELINES:  Guidelines include Supervisor instruction, city and departmental policies and procedures, standard operating procedures, national and state crime information center rules, and supervisory directives. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY:  The work consists of varied supervisory, administrative and police dispatch duties. The variety of circumstances encountered contributes to the complexity of the position.

SCOPE AND EFFECT:  The purpose of this position is to supervise and participate in receiving of emergency and non-emergency calls and the dispatching of department personnel.  Successful performance contributes to the efficiency and effectiveness of department operations.

PERSONAL CONTACTS:  Contacts are typically with coworkers, other city employees, representatives of other emergency response agencies, and the general public. 

PURPOSE OF CONTACTS:  Contacts are typically to exchange information, motivate persons, resolve problems, and provide services.

PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. 

WORK ENVIRONMENT:  The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Senior Communications Officer (2) and Communications Officer (8).

MINIMUM QUALIFICATIONS:

High school diploma or GED.

Three (3) years experience as a Communications Supervisor at a Law Enforcement Agency.

Associates degree preferred; or an equivalent combination of education, training, and experience.

Must possess TCIC/NCIC certification and TCOLE Telecommunications Operator license.

Possession of or ability to readily obtain a valid Class “C” Driver’s License issued by the State of Texas.

A combination of education, training, and experience providing the required knowledge, skills, and abilities may be considered.
