Job Summary

Typical duties may include: process building permit applications; maintain division databases related to the permit process (permits, plan reviews, inspections and code enforcement); assist customers with information and/or assistance regarding building permits and code enforcement complaints; accept plans submitted for building review and customer service issues related to permits, licenses, and registrations; process payments, prepare receipts, balance cash drawer and keep accurate record of deposits. 

Essential Job Duties and Responsibilities

Provides exceptional customer service to customers in support of the department’s exceptional service level expectations.  Includes, but not limited to, greeting and assisting customers (citizens, employees, contractors and vendors), answering questions, handling correspondence, preparing and distributing mail, writing memos and letters, making copies, filing, utilizing computer programs and software, generating and distributing reports for the department and maintaining files.

Performs office procedures relating to permitting process; verifies that all information is submitted from contractors in order,  process for plan review including certificate of insurance as required by ordinance or contract; type and print building, mechanical, plumbing and electrical permits after approval; issues certificates of occupancy after plans are reviewed for compliance and inspections have been performed; issues contractor licenses and registrations including plumbing and electrical.  Coordinates and issues fencing permits as well as small accessory structure and flatwork permits.

Maintains and balances cash register in Building Division.  Tracks cash and check payments made to City for inspections, permits, etc.  Processes checks made out to City for deposit by Finance Department.  Performs daily data entry of cash receipts and insurance information.

Ensures that public information literature (packets, handouts and general information) is up to date and relevant to the Department’s mission statement and service provided.  Assists customers with general technical questions regarding the permit, plan review, inspection, code enforcement processes as well as other services provided by other divisions.

Receives requests from the public and provides information to inspectors regarding code violations; responds to requests from  customers regarding city codes, code compliance, city ordinances and various state and federal regulations; processes work orders and requests for inspections.

Provides administrative support to various divisions as required including, but not limited to, permitting process, scheduling appointments, typing, proofreading and preparing reports, attending meetings, transcribing minutes, posting agendas, tracking legal notices required by law; preparing and distributing work orders, participating in maintaining department inventories, ordering and maintaining office equipment and supplies, completing numerous administrative assistant services for the entire department including special projects as requested; maintains records including number of complaints and number and types of permits and inspections requested.  Provides technical assistance and training to staff in the use of computer software and databases.

Minimum Education, Experience and Certification

High school diploma or equivalent with two years of experience in a fast paced office environment.  Broad knowledge of modern office support functions and computer applications.  Prefer related municipal experience and the ICC Permit Tech certification, or the ability to obtain the certification within 12 months of hire.
