Master Mechanic

Summary: Under basic supervision, performs skilled maintenance, repairs, adjustments, and preventive maintenance on City fleet vehicles, specialty vehicles, and heavy equipment for the Public Works Department (PWD); works independently, and makes appropriate decisions based on work experience and training.

Essential duties and responsibilities may include but are not limited to the following:

 

  • Performs diagnostics, repairs, maintenance, and preventive maintenance on City duty vehicles, specialty vehicles, and heavy equipment; uses the most cost-effective replacement and repair options to maximize the effective life cycle and reduce downtime; works independently, and makes appropriate decisions based on experience and training; duties may vary according to job assignment. 
  • Inspects and diagnoses mechanical, electrical, and electronic problems; determines extent of necessary repairs, prioritizes work, and performs repairs in accordance with all safety regulations and procedures; installs specialized equipment, including emergency lights, computers, and communications equipment.
  • Diagnoses and repairs gas and diesel engines, transmissions, brakes, and other mechanical and electrical systems, components, and sub-systems; repairs and adjusts hydraulic and pneumatic systems; uses technical manuals, electronic tools, and computer equipment to diagnose problems.
  • Performs arc and acetylene welding as required to repair, fabricate, and modify metal components.
  • Identifies and reports vehicle problems requiring additional maintenance and repair.
  • Maintains records and logs of services performed and general vehicle information.
  • Maintains shop facility, cleans work areas, disposes of lubricants and chemicals in compliance with all safety regulations, and cleans up spills according to standard procedures.
  • Orders parts and equipment as needed to complete repair and maintenance projects; recycles and re-uses materials wherever possible; recommends replacement of outdated and ineffective equipment.
  • Follows safety rules and regulations; reports safety hazards, equipment problems, and emergencies.
  • Operates a variety of trucks, equipment, and hand tools in accordance with all safety regulations and procedures; inspects vehicles and equipment and verifies all equipment is properly maintained. 
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

 Education, Training and Experience Guidelines:

  • High school diploma or GED equivalent; AND four year's general mechanic experience.

Knowledge of:

  • State and federal regulations governing vehicle safety standards, vehicle inspection, occupational hazards, and safety precautions in a vehicle repair shop environment. 
  • Methods, tools, and equipment used in the repair of vehicles, equipment, and components, including gasoline and diesel engines, and mechanical, electrical, and hydraulic systems.
  • Operation, maintenance, and repair standards for specialized vehicles and equipment.
  • Methods used in a preventive maintenance program. 
  • Welding, metal fabricating, and adapting parts and tools to specific repairs. 
  • Proper use and storage of hazardous chemicals used in the workplace. 
  • Environmentally responsible and resource-efficient maintenance techniques.

Skill in:

  • Performing a full range of skilled and semi-skilled vehicle repair and maintenance work.
  • Performing computerized diagnostic tests and calibrations on vehicle components and equipment.
  • Identifying maintenance needs and mechanical problems, and taking corrective actions.
  • Inspecting, diagnosing, and repairing mechanical, brake, fuel, and electrical problems in a wide variety of vehicles and equipment.
  • Identifying unsafe conditions and mechanical problems.
  • Safe use of power and hand tools, and chemicals, lubricants, and cleaning compounds.
  • Reading and interpreting technical manuals and specifications. 
  • Working independently and using initiative within established procedural guidelines.
  • Maintaining accurate service records. 
  • Following verbal and written instructions, procedures, and safe work practices. 
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Operating a personal computer utilizing a variety of business and specialized software.
  • Communicating effectively verbally and in writing.

License and certification requirements: A Texas Driver's License is required; special training and licensing may be required for some incumbents.

Physical demands and working environment: Work is performed in repair and maintenance facilities; requires moderate physical efforts in performing maintenance and repair projects; may be exposed to safety hazards and dangerous tools and equipment; requires vision capacity to perform fine calibrations and differentiate between colored wires. City approved safety shoes must be worn.

Other: Must furnish a complete set of hand tools.
