Description

Oversees and directs operations of the electric, gas, public utilities, and water distribution, water treatment, sewer collection, and wastewater treatment departments; supervises personnel; prepares and administers annual department budget; and ensures compliance with state and federal utility laws and regulations.  Assists with the direction of Development Services, Municipal Airport, and Public Works operations.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Oversees and directs operations of the electric, gas, and water distribution, water treatment, sewer collection, and wastewater treatment departments;
  • Supervises personnel in assigned departments, including assigning and reviewing work, conducting performance reviews, and recommending and executing personnel actions such as hiring, transferring, promoting, disciplining, or dismissing employees;
  • Responsible for keeping the City Manager and City Council informed on pertinent matters in Public Utility departments;
  • Prepares and administers annual budget for public utilities departments;
  • Coordinates with City Departments on utility projects,
  • Coordinates with Development Services on development projects;
  • Reviews utility projects in progress and upon completion, including planning and organizing improvements or necessary changes;
  • Serves as key point of contact for wholesale electric, gas, and water suppliers;
  • Manages the development of compliance plans, specifications, and standards for the electric, gas, sanitation, water, wastewater collection, water treatment, and wastewater treatment departments;
  • Responsible for the compliance and reporting of all Federal and State regulations related to utility operations;
  • Review of Power Cost Recovery Factor (PCRF) and Gas Cost Adjustment (GCA) pricing adjustments for electric and gas utilities to ensure proper pass-thru and recovery of fuel charges;
  • Assists with the operations of Development Services, including planning and zoning, code enforcement , permitting, health and building inspection, and municipal airport as needed;
  • Assists with the operations of Public Works, including streets and drainage, parks, recreation, and aquatics, sanitation, and maintenance as needed;
  • Develops Public Utilities Department policies procedures, and long range goals, regulations and practices for conformance with federal, state and local regulations;
  • Performs financial tasks, including budgeting and approving purchases of materials, supplies, and equipment;
  •  Analyzes and administers rate schedules for utility services;
  • Prepares and administers contracts for wholesale electric, gas, and water suppliers;
  • Responds to and resolves difficult and sensitive citizen inquires and complaints;
  • Assists in development of long term strategic planning and budgeting, and
  • Represents the city at various public and private meetings and conferences.

Requires bachelor’s degree in engineering, public administration, construction management, or a related field, plus eight years of experience, at least four of which involved supervision; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

General management principles; budgeting principles and procedures; computers; standard office practices and procedures; basic accounting functions; practices and procedures of utility design and construction; and city systems, procedures, codes, and ordinances; pertinent federal, state, and local laws, codes and regulations including laws and regulations related to water, wastewater, gas, and electric systems.
