SUMMARY OF POSITION

Responsible for preparing and disseminating information to the public, City Council and staff to educate, inform, and promote the City of Boerne and to increase media awareness and public acceptance of the City’s decisions, activities and policies. Develops and implements a strategic communications plan, to include public information campaigns, special events, promotions, utilities and emergency communications using print and digital media. Keep informed about and help implement innovative and useful methods of communication with a focus on trends in social media and external public relations.

EXAMPLES OF WORK

Essential Duties*

Generate, edit, publish and share daily content (original text, images, video or HTML) that builds meaningful connections and encourages community involvement, knowledge and awareness;

Coordinate the use of digital media opportunities to quickly provide updates on city business, meetings and departmental issues and to promote special projects or events;

Create content calendars and provide content for the city’s website and other digital communication platforms, including but not limited to, graphics, video, newsletters, annual report and for other city specific communication initiatives;

Perform as staff photographer and videographer, filming and editing, to create digital assets highlighting city personnel, city operations, or city initiatives; 

Maintains and updates the City website home, administration and city council pages with current and accurate information to include legal announcements, public hearing notices, requests for bids, proposals, or qualification for projects, project highlights, and other special announcements;

Provides support to the Mayor and City Manager as requested, preparing speaking remarks, creating video and power point presentations, media announcements; attend proclamation events, and other special community education meetings or activities;

Communicate and maintain active dialogue with local and regional media reporters to promote City projects and general City business; develop presentations and fact sheets to respond to reporters and the public and coordinate press conferences when necessary. Ensures all required legal notices are properly publicized in the local newspapers and reviews statements of publication to ensure completion of Affidavits of Publication.

Designated to serve as the primary print, television, radio, and social media coordinator when the Emergency Operations Center is activated and facilitates the flow of information for the media during an emergency.

Other Important Duties*

Serves as essential emergency personnel when required;

Regular and prompt attendance is an essential function of the position; and

Performs such other related duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:  public relations, advertising, marketing, communication strategy development, social platforms, and media relations; active and well-rounded personal presence in social media, with a command of each network and their best practices; communications both written and oral; photography/videography and graphic design; strategic planning.

Skill/Ability to:  take complex information/polices and communicate it to stakeholders using a variety of communication channels and materials; must be flexible and possess the ability to execute given competing deadlines/interest; creativity; excellent communication and influencing skills; superior time management skills; detail oriented with strong organizational skills; perform work in a timely and professional manner; highly motivated, self-directed, and results driven.

Safety/Physical Requirements:  ability to lift/carry 25 lbs of material; bending, stooping and reaching as needed; sitting/standing position, employee is not confined and free to move about at will.  Majority of total work is performed with high-level verbal and written communication.

ACCEPTABLE EXPERIENCE AND TRAINING

Bachelor’s degree in communications, journalism or public or business administration, plus five years of professional experience in marketing, communications and social/digital media development;

or Master’s degree and four years of professional experience;

or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

CERTIFICATES AND LICENSES REQUIRED

Appropriate valid Texas driver’s license or available alternate means of transportation;

Completion of NIMS Public Information System Course IS00702 required.
