Description

GENERAL PURPOSE:  Under general direction, oversees review of proposed construction documents, permit applications and building plans for compliance with building, zoning and construction codes and municipal regulations. This position exercises direct supervision over assigned staff.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

  • Provides supervision and direction to plans examiners and technical staff in the daily operation of the Building Division of the Planning and Community Development Department.
  • Supervises staff conducting permit application intake and oversees the front-line customer service delivery operations.
  • Supervises the plans examiners and designates and assigns development projects accordingly.
  • Works with and develops customer service and technical skills of assigned staff.
  • Trains, coaches, and evaluates assigned team members.
  • Collaborates cross division and cross department to achieve the highest levels of customer service and permit/plan review process facilitation.
  • Provides assistance and information on calculations and assessments of fees for commercial plan review and building permits.
  • Examines plans and building permits for compliance with building, electrical, mechanical and plumbing codes, access requirements, and zoning ordinances; reviews work for conformance with legal requirements and safety standards.
  • Applies and explains codes and regulations; resolves problems that arise due to code or structural design issues, and notes corrections required for plans to conform to regulations.
  • Provides customer service; answers questions and concerns regarding plans and permit issues and requirements, and building and construction policies, procedures and standards.
  • Consults with architects, engineers, designers, developers, contractors and homeowners to explain codes and regulations.
  • Maintains permit and plan review files and records management program; prepares periodic reports and conducts surveys as required.
  • Assists Building Official, Development Coordinator and Building Inspectors; researches issues and provides data on permit and plan issues and related subjects.
  • Responds to internal and external requests for technical information; provides assistance to the public within scope of authority; provides assistance, technical guidance and training to City staff on technical issues and statutory requirements.
  • Makes field inspections of construction projects as needed to assist in determining compliance with City codes.
  • Performs other duties as assigned or required.

 

MINIMUM QUALIFICATIONS:

Education and Experience:

High School diploma or GED equivalent; AND at least five (5) years experience performing commercial, industrial and residential plan reviews preferably in a municipal environment with a strong customer service approach;  OR at least five (5) years experience in construction management and customer service; OR an equivalent combination of education and experience. Structural review experience is preferred.

 

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.
  • International Code Council (ICC) Building Plans Examiner certification is required within one year of date of hire; may be required to obtain additional technical certifications.

     

    Required Knowledge of:

  • City organization, operations, policies and procedures.
  • Principles and practices of building inspection and plan review.
  • Building construction methods, materials and design standards.
  • Federal, state and regional building, plumbing, electrical, mechanical and accessibility codes.
  • Applicable laws, standards and regulations relating to building inspection and safety.
  • Municipal planning, zoning and building codes and ordinances.
  • Principles of record keeping and records management.

     

    Required Skill in:

  • Reading building plans, permit applications and specifications, and communicating technical requirements to architects, engineers, contractors, developers and the general public.
  • Reading, understanding and applying building standards and procedures, applicable State and Federal rules and regulations, and City policies and procedures.
  • Reading drawings, plans and specifications.
  • Applying department standards and City policies.
  • Internal and external customer service
  • Ability to work with the general public in a variety of scenarios setting the example of customer service excellence.
  • Establishing and maintaining cooperative working relationships with colleagues, employees, elected and appointed officials, design and construction professionals, developers, representatives from other local, state and Federal agencies, businesses and the general public.
  • Ability to plan and prioritize the work of assigned personnel in a fast-paced environment.
  • Skill in utilizing personal computing devices and associated software programs.
  • Ability to communicate clearly and effectively, both verbally and in writing: correct grammar, composition, spelling, punctuation and vocabulary.

     

    Physical Demands / Work Environment: 

  • Work is performed in an office environment subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
  • Occasional field inspection/job site visits in all weather conditions.
  • May be required to work immediately before, during or immediately after an emergency or disaster.
  • NOTE:  This position is designated safety and/or security sensitive.

Starting minimum salary range is $48,874 - $58,648 per year based on experience and qualifications. Benefits include Texas Municipal Retirement System; paid vacation and sick leave accrual; medical, dental, vision, and life insurance. EOE
