Hiring Range: $107,094 - $125,346

The Director of General Services  directs and oversees the activities of the City's General Services Department including managing a multi- million dollar program that provides Cultural & Recreation, Downtown Revitalization, Public Facilities and Public Protection CIP program, and manages the acquisition, construction, maintenance, renovation and disposition of City buildings and park facilities.  Oversees the City's Sustainability efforts and supports implementation of arts and special events. Also oversees design and construction, real estate, horticultural and urban forestry services, City landscaping, facility management and maintenance, asset management, business operations, open space maintenance, as well as facilitation of Keep Durham Beautiful. Responsible for all construction activities including owner/contractor/architect negotiations, project budgets, schedules, project management, office management and staff assignments. Included is the technical and administrative supervision and oversight of all assigned activities and assessing capital needs for major public facilities, long term maintenance needs, design and energy management. The work also involves review of all design plans, professional contracts, performance evaluations, professional standards and close-out documentation. This is accomplished by performing analyses and forecasts; development of business plans; development of Department budgets; management of programs; management of business portfolio; coordination and cooperation with other departments including interacting with external agencies, and management of contracts; and directing and supervising the work of Department units. 

Duties/Responsibilities:

  • Responsible for operation, deferred maintenance and CIP budget of $135 Million and 126 employees
  • Performs under the executive direction of the City Manager's office managing multiple City Divisions including:

    • Real Estate
    • Project Management

    • Energy Management
    • Sustainability
    • Keep Durham Beautiful Program

  • Provides strategic direction and management oversight to an assigned City department and functions; applies advanced management principles with critical impact on citizens and the organization; exercises strategic and visionary thinking; establishes goals and plans having long-term organization-wide application and impact; develops and implements programs critical to the City; and exercises control and supervision of multiple assigned functions and/or divisions and significant resources.
  • Directs the implementation of policy and operational goals through department divisions and programs in response to service demands and consistent with performance and regulatory standards; and establishes annual department goals including ongoing management and updating of strategic direction, plans, policies and procedures.
  • Directs the preparation and implementation of department operating and/or capital improvement budgets; directs staff in the monitoring of expenditures and revenues; directs staff in researching and analyzing financial, operational, and related data; directs staff in preparing financial forecasts; responds to budget requests from management and/or the City Council; and exercises final approval over department budget and purchasing recommendations.
  • Directs the preparation of, and reviews/approves, complex, technical, financial, and other reports, plans, and documents; directs data collection and analysis; develops and provides oral and written presentations to management, boards, commissions, City Council, other governmental agencies, and community groups; directs the assurance of informational accuracy and compliance with applicable federal, state, and local laws, regulations, codes, and/or standards.
  • Coordinates with, and serves as a liaison to, the City Council, the general public, City departments, and/or agencies; represents the department to committees and at meetings, workshops, and conferences; provides expert consultation and subject matter expertise; and manages and conducts community relations activities related to department policy and operations, anticipating and mitigating issues and concerns.

Minimum Requirements:

  • Bachelor's degree in Engineering or directly related field (such as, architecture, construction management, business administration, public administration)
  • 10 years of progressively responsible related professional experience
  • Significant management and supervisory experience. 
  • This position requires relocating within the corporate city limits of Durham within 18 months of appointment.
