Salary:  $110,000.00 - $114,000.00 Annually (Depending on qualifications)

GENERAL SUMMARY

The Assistant City Engineer, with general guidance provided by the City Engineer, is responsible for project design and delivery of City CIP projects. This position provides project management from the planning phase through construction acceptance. The Assistant City Engineer must have a strong skill set in civil design of public infrastructure and project management. The position will also have secondary duties related to review of private development projects for compliance with City design standards.

SUPERVISION

  • General guidance provided by the City Engineer, but should be driven by initiative, the desire to contribute, willingness to be challenged, and committed to public service.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • All behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  • Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.
  • Manage and direct outside engineering consultant contracts to plan, design, prepare project contract documents and specifications, estimate preparation for City-funded CIP related projects.
  • Utilize the latest version of AutoCAD to design public infrastructure projects including, but not limited to drainage, roadway, water distribution, wastewater collection and traffic. Design, prepare and seal engineering plans, project technical specifications and project contract documents and opinions of probable construction cost.
  • Working with governmental agencies, companies and property owners to obtain necessary permits, permissions, easements and rights of way necessary to construct City CIP projects.
  • Prepare project budgets, estimates, projections and other financial reports required to clearly present budget needs. Perform calculations and prepare and process estimates for construction project contractor pay estimates. Prepare and process reimbursement requests for grants from other governmental agencies.
  • Prepare successful grant requests for financial participation in public infrastructure projects from other governmental agencies (TXDOT, NCTCOG, FAA, Dallas County, etc.).
  • Review and update the City of Mesquite Design Manual for water, sanitary sewer, paving, drainage design, grading, floodplain management, and erosion control design and construction standards.
  • Assist, manage and participate in the development and administration of the Engineering Division annual operations budget including capital improvement funding.
  • Perform site observations with the Storm Water Specialist to address drainage complaints and/or improvements during rainfall events. Suggest and design improvements to resolve these complaints.
  • Provide responsible staff assistance to the City Engineer; act as the City Engineer in his absence; prepare and present reports and other necessary correspondence.

MINIMUM JOB REQUIREMENTS:

EDUCATION AND EXPERIENCE

  • Bachelor's degree from an accredited college or university in Civil Engineering.
  • 5 years of increasingly responsible civil/municipal engineering experience.
  • Two years of supervisory/management experience.

OR         

  • Bachelor's degree from an accredited college or university in Civil Engineering. 
  •  A Master's degree in Civil Engineering or other technical field.
  • 4 years of increasingly responsible civil/municipal engineering experience.
  •  Two years of supervisory/management experience.


LICENSES AND CERTIFICATES

  • Must have a valid driver's license.
  • Possession of an active certificate of registration as a Professional Engineer, with specialization in the field of civil engineering, issued by the Texas Board of Registration of Professional Engineers;

OR

  • Possession of similar registration issued by another state, with the condition that the successful applicant obtain an active certificate of registration as a Professional Engineer, with specialization in the field of civil engineering, issued by the Texas Board of Registration for Professional Engineers within six months of employment as a condition of continued employment.

WORK SCHEDULE

  • Monday - Friday; 8:00 a.m. - 5:00 p.m.; with additional time as needed to fulfill job requirements.
