FOG Supervisor (Official Job Title: Supervisor, (Utilities Operations/Stormwater))  (New FY20 Budgeted Position - Selected candidate will start on or after 10/1):  This position performs supervisory work assisting higher level management.  This position is directly responsible for the supervision of personnel who perform the daily code compliance work activities in support of the community outcomes and education and the enforcement of county codes related to Public Utilities.  This position is also responsible for management of code compliance workload. The primary responsibilities will be related to enforcement of the Sarasota County Fats, Oils and Grease Ordinance, but may include other related ordinances and codes.

Subject to Passing Substance Screening

This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five years.

Duties:

Staff Development & Supervision

  • Provide daily supervision to assigned work crew; direct staff work assignments and schedules including flex weekend coverage and community events. Resolve work scheduling conflicts within assigned work crew.
  • Conducts performance appraisals, handles employee relations issues.
  • Participate in the staff hiring process. 
  • Interact with citizens on work unit issues.
  • Provide assistance to other code enforcement supervisory staff as needed; fill in for Operational Manager II as needed.
  • Performs field reviews of crew work activities, reviews use of equipment, traffic accidents/work related injuries/reporting.

Compliance & Monitoring/Community Activities

  • Monitor daily integrated code enforcement workload.
  • Gather technical and work measurement information and develops work activity and performance measurement reports.
  •  Provide input on preparation of presentations to the BCC.
  •  Prepares and presents presentations to internal/external customers, including Homeowners Associations, Regulated Industry Groups and Civics 101.
  • Assist with research and analysis of code compliance issues: BCC assignments, BCC direct requests and customer inquiry.   Communicate facts, background, and recommendations to Operational Manager II and Executive Director for resolution; once decision is made, communicate resolution to staff.
  • Interprets policies and procedures related to the mission of the work unit; review staff resolution to code issues.
  • Maintain active code compliance case workload. Oversee the preparation of code cases for hearings before the appropriate officials.
  • Maintain records and vital information associates with the operation of the work unit.
  • Participate and assist in the compliance and enforcement process as needed; provide expert testimony as needed.

Business Planning/Implementation

  • Assist with development and implementation of strategic and business plans and models, goals, objectives and performance measures for the work unit.  Assist with preparation and monitoring of work unit budget.

Permitting/Regulatory/Notices/Reports

  • Issue appropriate level of customer notification in response to code compliance issues.  Provide educational guidance to customers as needed.
  • Submit required regulatory reports. Supervises data entry into County’s software management system.
  • Generate monthly activity reports and assist Operational Manager II in the data analysis and recording of performance measures.

Minimum Qualifications:  Minimum of a High School Diploma and four (4) years related experience including supervisory experience.  An Associate’s Degree may be required with two (2) years of experience including utility operation and/or code compliance experience.  Valid Driver's License.  

Preferred Qualifications:  A Bachelor's Degree from an accredited college or university is preferred.  Utilities operations experience relating to sanitary sewer collection systems, wastewater treatment  or utility regulatory experience is preferred.

Job Competencies:  Computer (including hardware basics and software directly related to position); copier; phone; faxes, monitors;computer peripherals; projectors; video and media presentations; recording equipment; e-mail, internet operations and searches.
