Salary: $47,629 - $67,817 annually  Work Period: 8:00 a.m. to 5:00 p.m., Monday through Friday

MINIMUM QUALIFICATIONS:  Education and Experience:  Bachelor’s degree in Finance, Accounting or related field. One to two years of progressively responsible professional experience preferred, or equivalent combination of education and experience.  Knowledge:   Principles and practices of budget administration, preferably in a municipal environment.  Principles and practices of public administration.  Administrative principles and practices, including goal setting and program budget development and implementation.  Methods and techniques of research, statistical analysis, forecasting and trends, and report presentation.  Skills and Abilities: Preparing clear and concise reports, correspondence, and other written materials.  Organizing work, setting priorities, meeting critical deadlines, and following up assignments with minimum direction.  Researching, compiling, and summarizing a variety of informational and statistical data and materials.  Analytical abilities to integrate and interpret data from various sources, to plan, develop and implement responsible strategies, to recognize discrepancies contained in data, and correct or determine the cause of discrepancies.  Interpersonal skills to effectively interact with various departments, citizens, and vendors.  A high degree of mathematical and statistical skill in performing quantitative analysis. Demonstrated proficiency with financial software, MS Word, and Excel.  Mental and Physical Abilities:  Ability to deal effectively and cooperatively with Departmental staff and City employees.  Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff requiring assistance.  Limited amount of physical effort required associated with walking, standing, lifting and carrying light object (less than 25 lbs.) 5-10% of work time.  Ability to maintain regular, predictable and punctual attendance. Additional Information:  Selected applicant must pass background investigation and drug screen. 

DUTIES AND RESPONSIBILITIES:  Essential Functions:  Performs a variety of tasks to assist in the planning, coordination, and preparation of the capital budget.  Assists departments in preparing budgets; reviews budget proposals; interfaces with capital improvement project managers and department budget representatives to assist them with recommendations and alternatives for budgeting techniques.  Assists in the preparation of the proposed citywide budget; consolidates departmental requests; prepares graphs, charts, and revenue projections; assembles budget objectives and distributes same to appropriate city employees.  Assists the Budget Manager with monitoring the city-wide budget; reviewing budget expenditures on a regular basis in order to determine compliance and identify problems; monitors various fund accounts by reviewing computer records and reports.  Assists in the research and analysis for the financial condition of the city, as directed.  Performs related duties as required. Assists in the research, analysis, and evaluation of such diverse data as attrition rates, water revenue levels, methodology and charges for cost allocations and internal services, sales tax projections, etc.  Develop, tabulate and report various surveys.       

WORKING CONDITIONS:  Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, etc.
