Overview

Develop and oversee the day to day and administrative operations of the J.C. Elliot Transfer Station, J.C. Elliot Landfill, West side Landfill, and/or the Cefe Valenzuela Regional Landfill, ensuring full compliance with all monitoring and other requirements of Local, State, and Federal regulatory agencies.

Responsibilities 

  • Ensure that day-to-day operations at the Transfer Station and Landfills are in full regulatory compliance with Local, State, and Federal laws, regulations, policies, practices, and procedures.
  • Establishes and maintains performance and productivity metrics and cost management processes
  • Responsible for overall site maintenance of equipment and site infrastructure.  Must be proactive in scheduling and coordinating of activities to allow timely completion of maintenance projects with minimal interruption to site production.
  • Oversees personnel needs of the division, including selecting, coaching, disciplining, training employees and evaluating employee performance.
  • Ensuring efficient operations of all sites in coordination with other departments and outside agencies.
  • Formulates both short-term and long-term goals and action plans in conjunction with the Department Leadership team.
  • Develop scopes of work and coordinate project work with staff, consulting engineers, environmental consultants and/or contractors.
  • Provide public outreach services to educate and inform the public of self-disposal requirements.
  • Develop, prepare, and present a wide variety of periodic and special reports, presentations, and recommendations to business/industry/environmental groups and associations, contractors, waste haulers, and the general public on any aspect of Landfill operations, including regulatory matters, environmental concerns and projects plans/changes.
  • May be asked to perform other duties as assigned.

Qualifications 

  • TCEQ Class A Municipal Solid Waste Landfill Operator License required
  • If no license at time of hire, then a provisional license must be obtained within six (6) months of hire and a full license must be obtained within one (1) year of hire

Qualifications 

  • Requires a Bachelor’s Degree
  • Minimum of four (4) years of experience
  • A combination of education and pertinent experience may be substituted for education up to the equivalent of eight (8) years
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
