JOB SUMMARY

Under the general direction of the Director of Development, directs assigned staff, performs professional planning work for the Planning and Zoning Division within the Development Department.  Assists all interested parties in applying planning and zoning regulations and City guidelines to development projects, technical issues and land use plans.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Provides professional planning services to further consistent and innovative growth in the City, assures project plans are in conformance to Department goals, and are in compliance with local, state and federal regulations. 
  2. Answers inquiries and assists all parties with planning and technical review issues, provides ordinance, zoning, general plan, subdivision, plat, easement and development information within scope of authority.  Reviews and evaluates project designs, plans and technical documents for compliance with City Ordinances.
  3. Conducts research and analysis on City ordinances rules and regulations; assists in compiling, arranging, analyzing and interpreting land use, planning, and zoning information. 
  4. Works with and assists Development Director, researches issues and provides data on land use issues and related subjects, investigates issues as assigned.
  5. Reviews and processes a variety of planning applications and technical documents; reviews applications for conformance with regulations, codes, project specifications, and regional protocols. 
  6. Develops maps and other graphic presentations to illustrate land use plans and planning concepts; assists in maintaining land planning records, files and maps.  Works with Geographic Information system (GIS) Technician to gather data and conduct research on land ownership, land use and special studies as assigned.
  7. Researches and presents information to the Development Review Committee, Planning and Zoning Commission, Zoning Board of Adjustment, and City Council; compiles data and prepares reports.  Coordinates with Citizens' groups, advisory boards and commissions; develops cooperative professional relationships with all interested parties. 
  8. Monitors budget and expenditures; manages the collection, analysis and reporting of operational, budget and financial data. 
  9. Reviews and evaluates operations to identify and resolve service issues; meets regularly with the staff to discuss and resolve workload and technical issues, reviews staff work for conformance with City Ordinances and Department standards. 
  10. Provides leadership, direction and guidance in technical processes and procedures; assigns and coordinates tasks and projects, monitors work flow and evaluates work effectiveness, methods and procedures.  Plans, organizes, coordinates and manages the operations of the Planning and Zoning Division of the Development Department.  Represents Development Director for various City functions as required.
  11. Regular and timely attendance is required, as well as, the ability to get along with others in a professional and cordial manner. 
  12. May perform other assignments and handle special projects as required.


SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Planning and Zoning Division.  Carries our supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to read, analyze, and interpret common scientific and technical journals, reports, and legal documents. 
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
  • Must have advanced knowledge of urban planning principles. 
  • Must have advanced knowledge and use of application of computer software relevant to the position. 
  • Must have demonstrated knowledge of communications and word processing software, computer networks and office machinery.
  • Must have the ability to effectively communicate with all levels of management and to make verbal presentations of planning and zoning related data to the staff, City Council, and citizens as required.

 

MINIMUM JOB REQUIREMENTS

Bachelor's degree from a four-year college or university with a major in Geography, Earth Sciences, Urban Planning, Business or Public Administration, and  seven years' experience in urban planning; or the equivalent combination of education and experience.
 
Preference for holding a valid Planning License from the American Institute of Certified Planners (AICP). 

 

OTHER REQUIREMENTS

Valid Texas Driver's License
